Toyo Setal Wins Bid for Works at Comperj, Which Has Been Halted Since 2015, Estimated Creation of 5 Thousand Jobs
A bidding process at Comperj that had been ongoing for a year has finally ended with Toyo Setal’s victory. The work will complete the construction of the utilities for the enterprise. In August, MIP Engenharia Concluded the Assembly of the Flare at Comperj.
The Comperj works in Itaboraí, which had been halted since 2015 and already has the UPGN being constructed by Kerui Metodo, will now have another important part being resumed.
Toyo Setal signed the contract on September 16, and Petrobras is expected to issue the service authorization in October. The deadline for the completion of the works is 18 months, and the expectation is to create 1 thousand direct jobs and an additional 4 thousand indirect jobs.

The commercial manager of Toyo Setal, Rafael Lima, commented on the importance of signing the contract, “This is an extremely important contract for Toyo Setal, as it represents the resumption of our relationship with Petrobras, traditionally our biggest client,” he said.
The difficulties in winning the competition were also highlighted, given that Petrobras only accepted registered companies with proven capacity, and the number of companies, due to the crisis that reduced the order book, also greatly influenced the offered price.
Economic Recovery
The city of Itaboraí and the surrounding region were greatly impacted by the halt of works in 2015 by Petrobras and contractors, leading to a severe economic and social crisis with thousands of people losing their jobs, having to rely on small services or help from relatives to survive.
The utility works at Comperj are a relief for the municipality of Itaboraí, even if the jobs generated by Toyo are not those anticipated at the time the petrochemical complex was planned.
The government is awaiting a feasibility study to determine whether to move forward with the refinery project with the Chinese company CNPC or not.
