Court of Auditors creates committee to resolve impasse and ensure progress in construction of Salvador-Itaparica Bridge
If you thought you had seen it all, get ready: the conflict between the government of Bahia and the Chinese company responsible for building the Salvador-Itaparica Bridge has gained another chapter worthy of a soap opera.
The president of the Court of Auditors of the State of Bahia (TCE-BA), Marcos Presรญdio, ordered the formation of a special commission to mediate the impasse between the Bahian government and the Chinese consortium in charge of building the Salvador-Itaparica Bridge. The act officializing the creation of the group was published in the State Official Gazette on Monday, September 2, 2024.
The objective is to adjust the original contract to make construction viable
The commission will have 90 days, counted from the date of publication, to develop a proposal for a solution that would please both parties. At the end of August, representatives of the government and Chinese companies requested that the TCE-BA establish a consensual dispute resolution process. The objective is to adjust the original contract to enable the construction of the highway system that includes the long-awaited Salvador-Itaparica Bridge.

In an interview with the BandNews FM portal, Governor Jerรดnimo Rodrigues was optimistic about the resolution of the conflict:
โMy team, led by Secretary Afonso Florence, has been in talks with the Chinese consortium. We are interested in building the bridge. We signed the contract in 2020, but the pandemic delayed the start of construction. There was an increase in the prices of inputs such as steel, cement and interest rates. The consortium requested a review of the prices, which we believe is fair.โ
The governor highlighted the importance of the Court of Auditors in this process:
โThe TCE-BA has made itself available to mediate. We have submitted a document and hope that, in the coming months, we can reach a consensus. In the meantime, the survey process continues and should be concluded in January, allowing us to begin construction of the Salvador-Itaparica Bridge.โ

The Salvador-Itaparica Bridge was put out to tender in December 2019, but faced obstacles due to the extraordinary increase in the prices of construction inputs after the Covid-19 pandemic.
