In a letter sent to its suppliers for the UPGN works at Comperj by the Kerui Método consortium, there are requests for renegotiation, rescheduling of payments, and apologies for the issues caused by the consortium’s poor performance. The company explained that the coronavirus pandemic was disrupting its cash flow and affecting payments.

The request to send the letter was made by the project manager at Petrobras, who was dealing with repeated delays, hampering the project’s progress at Comperj (within the state company, there is already disbelief that the consortium can complete the work).

To solve the problem, the best-ranked companies in the bidding for the construction of the UPGN may be chosen. Below are the names and proposed amounts from the participants:

1st – Shandong Kerui – R$ 1,947,000.00;

2nd – Fluor – R$2,284,738.00;

3rd – Cobra/Qualiman – R$ 2,284,791.00;

4th – Tecnimont – R$ 4,246,175.00

Metal structure supplier, Metasa, is one of the companies that may face difficulties in receiving payments, considering the high amount owed by the consortium. Not only them, but many other suppliers will suffer from the interruption of payments, causing a significant impact.

The contract was signed on March 28, 2018, five months after the announcement of the winner and was still noted that the contract value would be around R$ 1.95 billion for the construction of the unit, below what was expected. Six months later after negotiations and further delays in the works, the values reverted to those of the auction results.

The unit is part of the Rota 3 project to transport natural gas production from the pre-salt layer of the Santos Basin. The start of construction occurred in the first half of 2018, and the estimate at that time was that it would be completed in the second half of this year, which is likely not to happen.
