Petrobras Closed Contract With Keppel, From Singapore, for the Naval Construction of FPSO P-78 in the Búzios Field, in the Pre-Salt of the Santos Basin

Petrobras announced today (05/10) that it has signed a contract with Keppel Shipyard Limited, from Singapore, for the construction of the FPSO P-78 platform, which will be located in the Búzios field, situated in the pre-salt of the Santos Basin. The state-owned company informed in a statement that the FPSO P-78 could start production in 2024, and the contract with Keppel also foresees a local content requirement of 25%, with services to be provided in Brazil through partnerships with national or subcontracted companies from the naval construction sector.

The FPSO P-78 from Petrobras in the Pre-Salt of the Santos Basin

Petrobras stated this Monday, in a market announcement, that it expects the FPSO platform (capable of storing and transferring oil) to be operational by 2024. In addition, the state-owned company added that the FPSO P-78 will have a daily processing capacity of 180,000 barrels of oil and 7.2 million cubic meters of natural gas per day.

The FPSO P-78 project is expected to have 13 interconnected wells, with 6 production wells and 7 injection wells, in the Búzios field, in the pre-salt of the Santos Basin. Petrobras listed the exploration of Búzios as one of its priorities, emphasizing that the location is the largest deepwater oil field in the world and a world-class asset with large reserves, low risk, and low mining costs. Currently, the Búzios field, in the pre-salt, has four units in operation, responsible for more than 20% of Petrobras’s total production.

Contract with Keppel Will Have Services Executed by Brazilian Naval Construction

The contract closed between Petrobras and Keppel for the construction of FPSO P-78, in the pre-salt, will be under the EPC (engineering, procurement, and construction) model and foresees 25% local content, with services to be executed in Brazil through partnerships or subcontracting of Brazilian naval construction companies. The local content index (national naval construction) is a requirement established in the bidding and committed to the ANP for the excess of the onerous assignment of the Búzios field in the pre-salt.

This is the second unit to sign a production contract in Búzios after bidding for the remaining value of the assignment of rights. In February, Petrobras announced a direct contract with SBM Offshore to lease the FPSO Almirante Tamandaré, which will be the largest oil and gas production platform in the country’s history, with a capacity of 225,000 barrels of oil per day and 12 million cubic meters of natural gas.

Brazilian Naval Construction – Brasfels Shipyard Will Perform Works on Teekay’s FPSO

The Brasfels shipyard, located in Angra dos Reis, in the state of Rio de Janeiro, is awaiting the FPSO Piranema Spirit, which belongs to the Altera Infrastructure consortium (formerly known as Teekay Offshore). The platform will go to the shipyard for modification works and will then sign a contract with Altera and Karoon, from Australia, for production in the Neon oil field, in the Santos Basin.

Petrobras has demobilized the FPSO Piranema Spirit, installed in Sergipe, at the Piranema field. The Brazilian state-owned company notified Altera Infrastructure of the date in 2020, according to the contract procedure requiring a ten-month notice.
