Campo Alegre, in Northern Santa Catarina, has opened an electronic bidding process estimated at R$ 5,492,232 (about US$ 1 million) to hire the company responsible for constructing the Mirante da Cascata Paraíso. The panoramic structure will be built in a mountainous area close to the town center, offering views of the waterfall.
Upon reviewing process CE129/2026, registered on the Public Procurement Portal, the CPG reporting team found that the document outlines the competition based on the lowest price criterion, through both open and closed modes. The session is scheduled for October 27, 2026, prior to the selection of the company that will carry out the project.

The bidding encompasses materials, labor, and all other resources needed for the platform’s implementation. Initiating the bidding process does not imply that construction has begun, as execution depends on the completion of the process and the corresponding hiring.
The planned access to the observation deck will be via Rua Coronel Bueno Franco, in the town’s central area. In the designs released for the development, this connection integrates with the arrival to the future park and the structures planned to accommodate the expected visitor flow in the area surrounding the Cascata Paraíso.
How the Suspended Structure on the Mountain Will Look
The construction solution presented for the observation deck combines deep foundations, reinforced concrete, metal structure, and structural glass surfaces. These elements will form the suspended platform intended to serve as a viewing point for the waterfall and the surrounding landscape.
The proposal also ties the observation deck to the organization of access to the site and visitor reception. The project foresees interventions aimed at improving circulation and safety conditions in the area while managing tourist flow around the Cascata Paraíso.
The documents related to the project also indicate that enhancing the waterfall and the town center is among the intervention’s goals. They also mention the potential to stimulate commerce, services, employment, and income, presented as expectations of the project rather than achieved results.
The observation deck is part of the Mirante Cascata Paraíso Consociated Urban Operation, which brings together public interventions and private contributions in the area. The operation involves land designated for the park and access openings, as well as a planned residential development in the region.
Park Will Cover Approximately 76,000 Square Meters
The City Hall of Campo Alegre announced that the agreement signed with Irineu Imóveis designated approximately 76,000 square meters for the operation. Of this total, 63,323.89 m² will be transferred to the municipality for the implementation of a public park, equipped with areas for visitation and leisure.
Another 13,000 m² are allocated for the creation of a new access road to the park and the related residential development. The transfer of these areas is part of the concessions established to facilitate the infrastructure planned around the Cascata Paraíso.
This division also allows for the differentiation between the area designated for visitation and that reserved for roadway access. The approximately 76,000 m² therefore encompasses both the park space and the land planned for the new access road.
The planning includes asphalt paving and drainage for the new road. Three public parking areas are also planned, which together will exceed 5,000 m² and are estimated to accommodate approximately 200 vehicles.
Irineu Imóveis’ participation is linked to the residential development planned for the area covered by the urban operation. In return, lands and infrastructure interventions are part of the assets designated for the park, access roads, and public facilities planned by the municipality.
The bidding of R$ 5.49 million is specific to the viewpoint
The competition opened by the City Hall specifically addresses the construction of the panoramic platform. Other interventions are part of the broader park and access project, but should not be confused with the object of R$ 5.49 million submitted for bids.
This distinction also separates the estimated cost of the work from the territorial dimensions of the venture. The bidding amount corresponds to the services for the viewpoint, while the roughly 76,000 m² encompasses the areas designated for the park, the new road, and the structures related to the urban operation.
The session on October 27, 2026, will be the next scheduled step in the contracting process for the platform. The execution of the structure depends on the completion of the bidding and the formalization of the contract resulting from the tender.
In addition to the viewpoint and parking spaces, the planning includes a visitor support center, equipped with bathrooms, a reception area, and support facilities. This facility is part of the infrastructure planned to accommodate the public who will access the future park of Cascata Paraíso.
