As of 2024, the Contran waives the requirement for a driver’s license for moped drivers, including bicycles and electric scooters, in an attempt to encourage the use of sustainable transportation.
In a decision that surprised many Brazilians, the National Traffic Council (Contran) authorized a significant change in the driver’s license rules. As of 2024, drivers of certain vehicles will no longer need to present a driver’s license to circulate on the streets. This news is already in effect and promises to bring considerable impacts to daily city life.
According to the new rules approved by the Contran, drivers of vehicles classified as mopeds, such as bicycles and electric scooters, will no longer need to carry a driver’s license to operate these vehicles. This category has been defined as low impact, both in terms of traffic and environment, which justifies the waiver of the document. For those commuting with these means of transport, this is a welcome change, especially at a time when sustainability is increasingly gaining prominence.
The Goal of the Contran Is to Encourage the Use of More Sustainable Transportation
Lila Cunha, a specialist from the FDR portal, pointed out that this measure aims to encourage the use of more sustainable transportation that does not depend on fossil fuels, such as gasoline. This change may also reduce costs and bureaucracy for those who opt for alternative means of transport, making them more accessible to the population. Below, all the vehicles that fall under the new measure.

The Driver’s License Is Still Mandatory for Drivers of Motorized Vehicles
However, it is important to remember that the driver’s license will still be mandatory for drivers of motorized vehicles, such as cars, motorcycles, and large vehicles. The license remains divided into specific categories, varying according to the type and size of the vehicle. They are:
Category A: For motorcycles and vehicles with two or three wheels.
Category B: For automobiles weighing up to 3,500 kg and carrying up to 8 passengers.
Category C: For cargo vehicles over 3,500 kg.
Category D: For transporting more than 8 passengers.
Category E: For combinations of vehicles where the trailer exceeds 6,000 kg.
Possibility to Get the Driver’s License for Free
There is a possibility to obtain a driver’s license for free through the CNH Social program, aimed at low-income citizens registered in CadÚnico. To apply, it is necessary to be over 18 years old and meet the program’s criteria.
On the other hand, for those who still need to obtain a driver’s license, the process can be somewhat costly. The total cost, including practical lessons and possible failures, can reach R$ 3,000.00, considering medical and psychological exams.
For renewing the driver’s license, the necessary documents include ID, CPF, proof of residence, and the previous driver’s license, all in original and copy. Although the Contran has relaxed requirements for some drivers, the importance of the driver’s license for road safety and the control of licensed drivers remains an essential pillar of traffic regulation in Brazil.
