New IPVA Law Will Take Effect in 2025 and Relieve Brazilian Drivers
Starting in 2025, the new IPVA law will take effect and promises to be a relief for many Brazilian drivers. With the approval of Law 9.517/2024 by the Legislative Assembly of Sergipe, the landscape of this tax payment will undergo significant changes, benefiting especially people with physical, visual, or intellectual disabilities.
What Changes With the New IPVA Law
This new IPVA law is an important milestone, as it will allow approximately 4,200 drivers in Sergipe to be exempt from paying the tax. This not only represents a financial relief, but also reflects a measure of social justice, recognizing the importance of supporting those who need it most.
The new legislation stipulates that vehicles valued at up to R$ 120 thousand on the FIPE table may qualify for this exemption. The process for requesting the benefit will be conducted online, directly through the website of the State Treasury of Sergipe (SEF), where drivers must present the necessary documentation and pay a small administrative fee.

Other Forms of IPVA Exemption for Drivers
The new IPVA law in Sergipe is not the only way for drivers to achieve tax exemption. In many Brazilian states, the age of the vehicle is the main criterion for obtaining this exemption. Depending on the year of manufacture of the car, the payment of IPVA can be completely waived.
For example, in Amapá, vehicles over 10 years old are exempt from the tax. In Espírito Santo, the exemption applies to cars over 15 years old. In São Paulo, the rule is even more flexible, with exemption for vehicles over 20 years old.
How Does the Vehicle Age Exemption Work?
In addition to the new law, not all states offer IPVA exemption based on vehicle age, but in many places, this practice is already common. Here is a summary of the rules in different states:
More than 10 years old: Amapá, Rio Grande do Norte, Roraima.
More than 15 years old: Rondônia, Sergipe, Federal District, Ceará, Bahia, Amazonas, Espírito Santo, Maranhão, Goiás, Pará, Piauí, Paraíba.
More than 18 years old: Mato Grosso.
More than 20 years old: São Paulo, Rio Grande do Sul, Mato Grosso do Sul, Acre, Paraná.
More than 30 years old: Tocantins, Santa Catarina.
States Without IPVA Exemption
It is important to highlight that not all Brazilian states offer IPVA exemption based on the age of the vehicle. In Minas Gerais, for example, the only way to obtain a full discount is if the vehicle has a black plate, which characterizes a collector’s car.
Relief for Drivers With New IPVA Law
The new IPVA law that will take effect in 2025 aims to bring relief to drivers, especially those in Sergipe who meet the new exemption criteria. This change not only represents a step forward in social justice but also highlights the importance of public policies that benefit citizens. For drivers in other states, it is worth paying attention to local rules, especially those that guarantee exemption based on vehicle age.
