Decree Published This Friday (25) Regulates Construction of Passages Between Buildings in Central Campinas, Aiming for Modernity, Safety, and New Investments in the Region.
The City Hall of Campinas published an important decree this Friday, April 25. It authorizes and regulates the construction of aerial passages that interconnect buildings in the central region of the city. These structures are the so-called aerial corridors in Campinas. In practice, building owners in the Center can now request permission to create enclosed bridges over the streets, connecting their properties. But what are the reasons behind this authorization for aerial corridors in Campinas?
What Are the New Aerial Corridors in Campinas?
The aerial corridors in Campinas, authorized by the new decree, are essentially bridges or enclosed walkways. They will be built over public space (streets and sidewalks) in the central region. Their function is to connect adjacent or nearby private buildings. It is important to note that access to these corridors will be restricted. Only people who are already inside the interconnected buildings will be able to use them. There will be no direct access from the sidewalks for the general public.
Even before the publication of the decree, there was interest in this type of structure. A private hospital located on Rua Onze de Agosto, for example, had already submitted a project. The aim was to connect two wings of the unit, allowing the safe passage of stretchers over the street. The expectation of the Department of Urbanism is that requests to build aerial corridors in Campinas will concentrate on high-traffic routes, such as Avenida Francisco Glicério and the streets General Osório, Barreto Leme, and Onze de Agosto itself.

Reasons from the City Hall
The municipal secretary of Urbanism, Carolina Baracat, explained the reasons that led to the regulation of the aerial corridors in Campinas. According to her, the measure aims to bring modernity to the central region of the city. The secretary also argues that the passages can contribute to pedestrian safety. The idea is that by allowing circulation between buildings above the street, the flow of people on the sidewalks is reduced (at least for those using the connected buildings).
The proposal emerged after discussions with the local real estate sector. The inspiration came from urban solutions observed during trips of city hall delegations to South Korea and Spain. The municipal administration believes that the aerial corridors in Campinas can stimulate more investments in the central area. By facilitating the interconnected occupation of buildings, the offer of services and commerce in the region is enhanced.
Aerial Corridors in Campinas
The possibility of building aerial corridors in Campinas is not entirely new. The city’s Master Plan, in effect since 2018, already anticipated this type of structure. However, there was a lack of specific regulation defining the detailed rules for construction and the associated cost of using public airspace. The decree published now fills this gap.
The regulation establishes that the authorization to build and maintain aerial corridors in Campinas will be costly, meaning there will be a fee for the owner. An annual fee will be charged. The calculation of this fee will take into account the area of the constructed structure and the value per square meter of the region, based on the city’s generic value plan.
The money collected from this fee will be allocated to the Municipal Fund for Urban Development. This fund finances projects aimed at sustainable urban expansion in Campinas. The authorizations will have set validity periods, which can last up to 30 years, since it involves the private use of public space.
Essential Rules for Building Aerial Corridors in Campinas
The municipal decree establishes a series of technical and usage rules for the construction of the aerial corridors in Campinas. The main ones are:
- Minimum Height: the structure must be at least six meters high in relation to the ground level (street/sidewalk).
- Maximum Width: the corridor cannot be more than six meters wide.
- Materials: the use of mirrored surfaces in the structure is prohibited, to avoid disturbing traffic and local wildlife.
- Structure: the corridor must have a roof and ensure accessibility conditions.
- Usage: commercial use or any type of advertising in the aerial corridors in Campinas is prohibited.
- Environment and Infrastructure: construction must respect existing urban greenery and not interfere with public infrastructure networks (water, electricity, etc.).
- Maintenance: the permit holder will be responsible for the maintenance and conservation of the aerial passage.
