Workers’ Mobilization Gains Strength Amid Strong Financial Crisis at Correios, National Strike Indicated and Pressure on Government Increases.

The workers of Correios in São Paulo approved a strike state and a strike indication for December 16, at a time when the state-owned company accumulates about R$ 6.1 billion in losses between January and September and discusses a broad restructuring plan with cuts of up to 10 thousand employees and closure of agencies.

The mobilization in São Paulo is part of a national articulation, with a caravan to Brasília and a unified act in defense of labor rights and the continuity of postal services.

Strike at Correios in São Paulo

The assembly that defined the strike state was called by SINTECT-SP, the union representing Correios workers in the capital, in Greater São Paulo and the Sorocaba region.

The meeting brought together a large number of employees, who debated the impasse in negotiations and approved the indication for a strike starting the night of December 16.

The union reports that the decision comes amid discussions stalled about rights, working conditions, and impacts of the restructuring measures planned by the company.

According to the entity, the category assesses that the proposals under discussion do not preserve labor guarantees deemed essential, nor do they provide security about the future of jobs in units that may be closed.

Besides the strike in São Paulo, the category confirmed participation in a caravan to Brasília on December 9 and a national unified act on the 10th, organized by federations and unions of Correios workers from various states.

The expectation is to increase pressure on the federal government and the management of the state-owned company regarding the negotiation of the collective agreement and the search for solutions to the company’s financial crisis.

The president of SINTECT-SP, Elias Diviza, has been publicly reinforcing that the mobilization serves both to defend rights and to draw attention to the situation of the state-owned company.

In recent demonstrations, the leader has insisted that unity among the category will be decisive in a scenario that combines cost-cutting, unit closures, and uncertainties about the future of postal service.

Financial Situation of Correios

The mobilization occurs in a context of strong financial deterioration.

Correios has accumulated losses exceeding R$ 6 billion in the first nine months of 2025, nearly triple the negative result recorded in the same period of the previous year.

In 2024, the annual balance already closed in the red, with a billion-dollar loss and successive quarters without a positive result.

According to financial statements recently approved by the board of directors, the state company faces declining revenues and a significant increase in operational and administrative expenses.

Labor court decisions, accumulated liabilities, and competition with private logistics companies further pressure cash flow.

Another factor mentioned by government officials and the company itself is the effect of the so-called “T-shirt tax” and changes in international e-commerce, which affect the volume of packages and the profitability of some postal services.

At the same time, the company needs to maintain the infrastructure necessary to serve the entire national territory, including regions where operations are unprofitable.

In official documents, the Ministry of Finance has already classified the situation of Correios as “very bad” and indicated that the company’s performance increases the risk of requiring additional cuts to public spending in 2026 if the situation is not reversed.

Restructuring Plan for Correios

To try to reverse the trajectory of losses, the management of Correios has developed a broad restructuring plan, which focuses on a voluntary dismissal program and the streamlining of the physical service network.

The proposal envisions reducing up to 10 thousand workers from a workforce currently estimated at just over 80 thousand employees.

The state-owned company also plans to close or sell up to a thousand deficit agencies, with the redistribution of services to other units or the use of commercial partners in some locations.

The management states that the measure aims to adjust the company’s structure to changes in the market, with the advancement of digital services and increased participation of private logistics and package operators.

Another aspect of the plan is the sale of idle properties, with the expectation of raising around R$ 1.5 billion.

These resources would be used to strengthen cash flow, pay off some old debts, and support the modernization of operations, especially in the area of packages and integrated logistics.

The company is also studying expanding partnerships with the private sector in complementary services while keeping essential postal service activities under state control.

Unions and worker entities claim that the combination of layoffs, agency closures, and changes in benefits could overload the remaining units, worsen working conditions, and compromise service quality in more remote areas or those with lower profitability.

Billion-Dollar Loan Vetoed by the Treasury

One of the pillars of the financial recovery plan for Correios was the contracting of a R$ 20 billion loan from a consortium of public and private banks.

The operation was approved by the board of directors of the state-owned company.

The idea was to use the funds to strengthen immediate liquidity, finance the voluntary dismissal program, pay debts to suppliers, and reduce labor and social security liabilities.

However, after an analysis by the National Treasury, the operation was rejected due to the considered high cost.

The banks’ proposal involved interest rates around 136% of the CDI, above the limit of 120% of the CDI adopted by the government in operations with Union guarantees.

Without the approval of the Treasury, the state-owned company would not have access to the federal guarantee that would reduce the risk for financial institutions.

After the denial, the management of Correios decided to suspend negotiations for the loan.

The company is evaluating alternatives, ranging from attempting to renegotiate the terms with the banks to seeking other forms of support, such as direct funding from the federal government or additional adjustments to fiscal targets to accommodate the restructuring plan.

Without the immediate influx of resources expected from the loan, the state-owned company will have less margin to simultaneously execute the layoffs program, modernize operations, and settle accumulated liabilities.

Deadlock and Uncertainties About the Future of the State-Owned Company

The approval of the strike state in São Paulo exposes, at the same time, the workers’ concern for their rights and the scale of the crisis faced by Correios.

On one hand, the company’s management insists on the need for deep adjustments to ensure the sustainability of postal services in the coming years.

On the other, unions warn of the risk that the chosen remedy compromises the very capacity of the state-owned company to fulfill its social function and serve regions where the private initiative has no economic interest.

For the population, the deadlock brings uncertainties regarding delivery times for packages, mail distribution, and maintenance of essential services, such as sending official documents and contest proofs.

In a scenario of high losses, veto to the billion-dollar loan, and threat of a strike, pressure on the government, the company, and workers is likely to increase in the coming days.

Poderiam remanejar parte dos funcionários a outras estatais como TSE INSS e RFB que estão com falta de pessoal e também juntar outras estatais numa só uma idéia já foi falado e foi bem aprovada mas nada feito. Mas governo anterior deteriorou a mesma com planejamento de vender de graça pro EUA e não aconteceu mas deixou a mesma no vermelho pra futuramente fazer o mesmo agora está desse jeito uma empresa que sempre esteve presente na vida de todos ajudando em vários serviços gratuitos agora nessa situação lamentável.
