CONTRAN Resolution No. 996, published in June 2023, clarifies the rules for the use of certain two-wheeled vehicles, such as electric bicycles and individual mobility equipment, without the need for a driver's license (CNH).
According to this resolution, electric bicycles that have an auxiliary motor of up to 1000 W and that only work when the cyclist pedals, as well as mobility equipment with limited power and a maximum speed of up to 32 km/h, can be driven without a driver's license.
