As of 2025, Drivers Will Need to Take a New Exam to Renew Their Driver’s License. Change Aims for Greater Safety and Impact Will Be Felt in All Categories of the National Driver License.
A major change is about to impact Brazilian drivers: the requirement for a new exam to renew their driver’s license, stipulated in a bill in the final approval stage. The proposal, which focuses on increasing road safety and modernizing the process of issuing and renewing the National Driver License (CNH), promises to require more attention from drivers.
What Changes with the New Exam to Renew the Driver’s License?

If sanctioned, the new law will require drivers to take additional exams for renewing their National Driver License. The highlight of Bill 4111/23 is the inclusion of the psychotechnical exam as a mandatory step in all renewals for categories A (motorcycles) and B (passenger cars).
Currently, drivers in these categories only need to pass physical and vision fitness tests. With the new rule, the psychotechnical exam – already required for the initial issuance of the CNH – will be mandatory for each renewal. This measure aims to ensure that drivers are mentally fit to drive safely.

Brazil produces too much clean energy and doesn’t know what to do with it: over 20% of solar and wind capacity was wasted in 2025 while investors flee and 509 renewable generation projects were abandoned in the last year.

Piauí will produce a new fuel that replaces diesel without needing to change anything in the truck’s engine and reduces pollutant gas emissions by half: truck drivers from all over the Northeast are already celebrating the news that will arrive later this decade.
Stricter Changes for Categories C, D, and E
Drivers in categories C (cargo vehicles), D (passenger transport), and E (towed vehicles, such as trailers) will also be affected. Currently, these drivers undergo periodic eye exams and toxicology tests that check for the presence of chemical substances that may impair driving.
Although the text of the bill does not detail specific changes for these categories, experts indicate that the psychotechnical exam is expected to become part of the process. This raises safety standards for professional drivers who deal with more complex situations on the road.
Why Is the Change Necessary?
The increase in aggressive and violent behaviors on the roads is one of the main justifications for including the new exam to obtain a driver’s license. Deputy Hugo Leal, the bill’s reporter, emphasized that psychological evaluations will help identify drivers with profiles that pose risks to public safety.
The proposal is an attempt to keep up with the demands of modern traffic, which requires increasingly prepared and conscious drivers.
Impact on Drivers
The requirement for a new exam to renew the driver’s license will demand more time and planning from drivers to renew their documents. Experts suggest that drivers in the affected categories start preparing for the costs and new deadlines involved in the revalidation process of the National Driver License.
If approved, the measure will come into effect in 2025, marking a new era in how Brazil ensures traffic safety and promotes more responsible driving. Stay tuned!
