The proposal, which focuses on increasing road safety and modernizing the process of issuing and renewing the National Driver License (CNH), promises to require more attention from drivers.

In 2025, over 40 million drivers will have to take a new exam to get their driver's license: see what changes! — Mesa Diretora ( MESA ): Received Official Letter No. 728/23 from the Federal Senate, which submits to the review of the Chamber of Deputies, under the terms of Article 65 of the Federal Constitution, the Senate Bill No. 98, of 2015, authored by Senator Davi Alcolumbri, contained in the attached autograph, which “Alters Law No. 9,503, of September 23, 1997 (Brazilian Traffic Code), to require psychological evaluation of all drivers starting from their first license.

If sanctioned, the new law will require drivers to take additional exams for renewing their National Driver License. The highlight of Bill 4111/23 is the inclusion of the psychotechnical exam as a mandatory step in all renewals for categories A (motorcycles) and B (passenger cars).

Currently, drivers in these categories only need to pass physical and vision fitness tests. With the new rule, the psychotechnical exam – already required for the initial issuance of the CNH – will be mandatory for each renewal. This measure aims to ensure that drivers are mentally fit to drive safely.

Stricter Changes for Categories C, D, and E

Drivers in categories C (cargo vehicles), D (passenger transport), and E (towed vehicles, such as trailers) will also be affected. Currently, these drivers undergo periodic eye exams and toxicology tests that check for the presence of chemical substances that may impair driving.

Although the text of the bill does not detail specific changes for these categories, experts indicate that the psychotechnical exam is expected to become part of the process. This raises safety standards for professional drivers who deal with more complex situations on the road.

Why Is the Change Necessary?

The increase in aggressive and violent behaviors on the roads is one of the main justifications for including the new exam to obtain a driver’s license. Deputy Hugo Leal, the bill’s reporter, emphasized that psychological evaluations will help identify drivers with profiles that pose risks to public safety.

The proposal is an attempt to keep up with the demands of modern traffic, which requires increasingly prepared and conscious drivers.

Eu não entendo como esse nosso país chamado Brazil tem tanta cobrança de mudança de lei do trânsito lei pra motorista de categoria c,d,e, tem que ter exame toxicológico pra que se fas de dois em dois anos e só tem motorista louco na estrada carreteiro viciado que a gente encontra nesse Brazil a fora sabe porque quando vc vai fazer a coleta do cabelo eles colhem três vezes a médida para vender pra quem e usuário né ainda fica mudando de lei exigindo muito dos motoristas tem que parar de dirigir mesmo
