The story of Brazil’s financing of Venezuelan metros began in the 1990s, under the administration of Fernando Henrique Cardoso, who sought to promote Brazilian economic growth by stimulating the export of engineering services. Through BNDES, large sums were made available to Brazilian companies, including Odebrecht, to develop international projects.

The metros of Caracas and Los Teques, funded with R$ 2.2 billion from BNDES, promised to facilitate the transportation of millions of passengers. Caracas, with its system launched in 1983 and expanded over the years, had 48 stations and over 70 kilometers in length. Los Teques, although smaller, also received a significant extension of line.

However, the Venezuelan economic crisis and the corruption scandals involving Odebrecht, especially revealed by the Operation Car Wash, severely compromised the continuity and completion of the projects. The revelations included huge amounts in bribes and illegal financing for Venezuelan presidential campaigns, further complicating the situation.

Brazilian investment in Venezuelan subways stands out not only for its amount but also for the missed opportunity to apply such resources to infrastructure improvements within Brazil itself. The delays in the works and Venezuela’s difficulty in meeting its financial commitments leave a stain on Brazilian foreign and economic policy.

Venezuela, which has been experiencing a severe economic crisis since 2010, faces challenges in honoring its financial commitments to Brazil. This includes payments for the development of subway projects, which are part of a larger debt exceeding 5 billion dollars.

As Brazil continues to deal with delays in receiving due payments for the projects, the story of the metros financed in Venezuela serves as a cautionary example of the risks of large international investments without adequate guarantees of return or direct benefit for the Brazilian population. The debate over the effectiveness and motivations behind these financings is likely to persist, as new developments and unfolding events continue to emerge.

Isso começou em 1990 com FHC. A lava jato atrasou a obra pq optou por punir pessoas jurídicas quebrando as 5 maiores construtoras do país, trazendo muito desemprego.

É lamentável que a nossa representação no Congresso deixa muito a desejar. Se o Congresso é conivente com isso, com certeza está dividindo a bolada com o Presidente e seus comparsas, se não for conivente, tem seu **** preso, pois, em mais um caso desse, a mínima postura do Congresse, seria elaborar uma lei q impedisse isso até que no Brasil não falte nada para fazer pelo povo. Como se já não bastasse essa verba irrisória p os partidos políticos em geral. Cada candidato deveria usar seus próprios recursos financeiros p suas campanhas.
