Chinese Company to Invest Heavily in Ceará, Which Expects to Produce Over 5 GW of Offshore Wind Energy in the Next Five Years

The Chinese Mingyang Smart Energy Will Make Ceará One of the National Powerhouses in the Offshore Wind Energy Sector and a Major Supplier Due to Its Geographical Location

Ceará is emerging as an important producer and supplier of wind turbines for offshore wind energy in the coming years. After the signing of the memorandum of understanding between the Government of the State of Ceará and the Chinese Mingyang Smart Energy, in September of this year, the installation of a large industry of wind turbines for wind farms in the ocean is progressing at a rapid pace.

This week, the vice president of the Chinese multinational, Larry Wang, returned to Ceará to finalize the details of the factory installation at the Pecém Complex. On Monday (19), Mr. Larry was welcomed by the Secretary of Economic Development and Labor, Maia Júnior, and the Executive Secretary of Industry, Roseane Medeiros. The vice president, accompanied by Mingyang’s regional manager, Ben Gao, emphasized the Chinese group’s intention to transform the Port of Pecém into an exporting hub for wind turbines for offshore wind farms in Brazil and abroad.

“We, from the State Government, are working quickly and with the commitment to create conditions to attract renewable energy producing companies to Ceará. We are committed to providing all the institutional support necessary for the Mingyang project to succeed. We are very happy and excited to establish this clean energy matrix in Ceará and in Brazil,” says Sedet, from Maia Júnior. To establish itself in Ceará, the company also considers factors such as the geographical location, which ensures the potential for electricity generation from renewable fuels, and the infrastructure of the Port of Pecém.

Sedet is institutionally supporting the feasibility of building a tower for the multinational from China. “The company produces and operates wind turbines and offshore wind farms in China and wants to understand the conditions of our coastline,” said Sérgio Araújo.

Mingyang decides on the details of the factory installation in Pecém, and wind generation projects gain momentum. Local and international entrepreneurs are taking steps to enable the installation of 4 wind farms, leveraging the strength of the wind blowing at sea, in Caucaia (1), Camocim (1), and Amontada (2).
The Maritime Wind Farm Asa Branca project is expected to generate 400 MW off the coast of the municipality of Amontada, in an area 15 km from the mainland, at a distance between 3 km and 8 km from the beach.

The project will have its own Transmission Line and plans to use self-elevating platform vessels with a flat deck for the installation of foundations, transition pieces, towers, gondolas, blades, electrical control cables/submarine cables, and surrounding bedrock.

BI Energy has projects for the installation of offshore wind farms in Caucaia and Camocim. In Caucaia, at Icaraí beach, the wind farm will have 48 wind turbines along the coastline and 11 semi-coastal wind turbines, totaling 598 MW of power. In Camocim, the second offshore wind project of BI Energy will have 100 wind turbines and an installed capacity of 1.2 GW. The wind farm has been authorized by Ibama to develop an environmental impact study and plans an investment of R $ 14 billion.

Neoenergia (Iberdrola), one of the main private groups in the electric sector, is also examining the opportunities of Ceará’s offshore wind potential. The company is developing preliminary studies and beginning to request permits from Ibama for the Amontada wind farm, which will produce 3 GW with a transmission line and substation on land.
