The places are distributed among five on-site support centers in Minas Gerais, with 30 places per unit: Barbacena, Frutal, Leopoldina, Sabará, and Várzea da Palma.
Although the offer is distance learning, the notice provides for a face-to-face meeting at the beginning of the course and the possibility of additional face-to-face activities when necessary.
Upon completing the academic requirements, the graduate receives a specialist certificate.
Candidate Profile and Reservation of Places
Professionals with a graduate diploma in any field of knowledge can apply.
The competition occurs in two categories.
In the 50% reservation for public agents, it includes effective civil servants, holders of commissioned positions, or temporarily contracted by the Union, states, or municipalities, with current functional proof in the area of Health or Health Management.
The widespread competition covers other interested candidates in the training.
The reservation rule complies with CAPES guidelines for offers under the Open University of Brazil Program (UAB), via the National Public Administration Training Program (PNAP).
The course is free through an agreement between UEMG and CAPES.
Academic Structure and Course Rhythm
The curriculum design is organized into two modules.
The Basic Module includes six components of 30 hours and offers a comprehensive view of the fundamentals of contemporary public management, with national and international context.
The Specific Module deepens topics related to Public Health Administration, combining subjects of 30 and 45 hours.
After the modules, the student prepares a Final Course Work under faculty supervision.
Approval requires a minimum score of 70% in each subject and in the final project.
As the course is offered online, there is a requirement for internet access and basic computer skills to engage in synchronous and asynchronous activities, in addition to meeting deadlines in a virtual environment.
The notice clarifies that, due to being an offer linked to the UAB System, there is no option to suspend enrollment.
Selection by Curriculum
The Examination Board conducts the selection based on the evaluation criteria.
The academic education and professional experience in the field count towards points, with specific valuing for degrees in health and experience in management, especially in the public sector.
In case of a tie, the notice establishes a sequence of tiebreakers that considers, in this order, age equal to or over 60 years, degree completed in the field of Health, longer time acting as a public agent, and finally, greater age.
The documentation submitted during registration must prove the declared information.
For candidates in the reservation of places, it is mandatory to provide proof of connection with the Public Administration, which can be made by recent pay stub or declaration from the Human Resources department, with updated data.
Professional experiences must be certified by workbook, institutional declarations, or equivalent documents signed either manually or with qualified electronic signature.
Poles and Offer by City
The offer totals 150 places distributed linearly among the five poles.
In Barbacena (São Sebastião/Associate), Frutal (City of Waters), Leopoldina (Maria Guimarães França/Associate), Sabará (Center), and Várzea da Palma (Center), each location will have 15 places for widespread competition and 15 for public agents.
The notice provides the complete addresses of the poles and guidelines for possible face-to-face seminars for closing or defense of final project in face-to-face or synchronous online format, depending on the pedagogical organization.
Schedule and Results
The selection process follows the official schedule.
After the registration period, the university publishes the preliminary list of applicants, allows for appeals within the deadlines, and discloses the validated registrations.
Once the curriculum evaluation is completed, the preliminary result, the appeal phase, and finally, the final ranking result are released — with indication of selected and exceeding, by category and by pole.
The call for enrollment takes place in December, in specific communication with instructions for the digital submission of mandatory documents.
Those who do not complete the enrollment within the deadline lose their place, which is filled by exceeding based on the order of ranking.
The notice also foresees the migration of unoccupied places between categories within the same pole when there is an imbalance between enrollees and available places.
Course Linked to UAB/CAPES Network
The specialization is part of the UAB/CAPES network, which implies free access, specific execution rules, and monitoring of poles.
In addition to standardizing the offer, this arrangement prioritizes the training of managers for the SUS and for Public Administration at local, regional, and state levels.
Therefore, the training project emphasizes competencies in planning, human and process management, regulation, financing, and policy evaluation, favoring the dialogue between theory and practice.
At the end of the course, graduates should be able to act in health departments, management units, public hospitals, and SUS partner organizations, focusing on improving services, decision-making processes, and care outcomes.
In a scenario of high demand for managerial qualification, the curriculum analysis tends to select profiles with experience relevant to the daily management of public health, without excluding professionals from other areas with an interest in sector policy.
How to Enroll
Registrations must be made exclusively online between 00:01 on October 6 and 23:59 on October 20, 2025.
The candidate chooses the competition category, attaches the mandatory documents in PDF — identity, CPF, diploma or declaration of completion with transcript, proof of connection as a public agent when applicable, and proof of experience — and submits the form.
The recommendation is to review each file for legibility, size, and naming. In case of multiple submissions, the last form submitted is considered.
