The National Traffic Secretariat (Senatran) published, on the evening of December 12, 2025, Ordinance No. 927/2025 in an extra edition of the Official Gazette of the Union. The rule created a national cap of R$ 180 for the sum of two mandatory exams in the licensing process.
The change directly impacts the finances of those who will obtain or renew the National Driver’s License (CNH). Until now, the charges varied according to the rules and practices of each state, leading to significant price differences.
At the same time, the decision has already sparked reactions from traffic doctors and psychologists. Entities and professionals claim that setting a price can reduce the network of accredited providers and pressure the availability of services.

The text published in the Official Gazette stipulates that the ordinance “comes into effect on the date of its publication.” That is, it can already be used as a reference by candidates and drivers across Brazil.
The norm also clarifies that the cap applies to the set of exams provided for in the Brazilian Traffic Code (CTB) related to the ability to drive. The act was signed by the national traffic secretary, Adrualdo de Lima Catão.
According to CNN Brazil, the guidance is that candidates can demand compliance with the limit, especially since it is a federal rule with immediate application. However, experts warn that there may be discrepancies in implementation in some areas.
Which Exams Fall Under The R$ 180 Cap And How The Value Is Divided
The defined cap applies to the sum of two items: physical and mental fitness exam (the “medical exam”) and psychological evaluation. The ordinance mentions these exams and links them to the CTB, clearly outlining the scope of the measure.
Article 2 of the act is straightforward: the sum of the values “may not exceed the maximum value of R$ 180.00.” This means it is not a cap for each stage separately, but for the package of both.
According to the regulatory reading highlighted by CNN Brazil, this arrangement creates a practical consequence: accredited doctors and psychologists would have to divide the maximum amount. On average, this would result in something close to R$ 90 for each exam when both are required.
The payment method described in news reports does not change. The charges continue to be made directly by accredited professionals or clinics, as practiced in many states.
Why Did Prices Vary So Much Between States And What Continues To Be Charged
Before the national cap, values were set at the state level, which opened the door for significant variations. CNN Brazil itself cited examples where the medical exam alone could cost more than R$ 180 in certain states.
The case of Minas Gerais, for example, was cited as a reference for prices above the new limit just for the medical stage. In São Paulo, the report also pointed out distinct prices for medical and psychological exams, especially for those who need the psychological exam due to performing paid activities (EAR).
However, the cap does not mean that obtaining the CNH will cost a total of R$ 180. The ordinance only addresses these two exams, and other fees in the process continue to exist, such as course stages, tests, and potential administrative fees according to the service.
Reactions From Doctors And Psychologists And The Risks Highlighted For Service
The decision was met with criticism from representatives of the professionals who conduct these exams. Correio Braziliense reported that the National Mobilization of Traffic Doctors and Psychologists expressed “concern” and “repudiation” shortly after the publication of the ordinance.
According to the same report, the group claims that this is a forensic act related to health and traffic safety. They also argue that there was no prior dialogue or cost study before defining the cap.
CNN Brazil brought a similar argument and added the risk of loss of accredited professionals, with a direct impact on queues and deadlines. The report cites an assessment that some professionals may decide to stop providing the service due to the new price.
Another point raised is that, in some places, the charges do not function as a “public price” but as a fee defined in local rules. This could require legislative adjustments for full compliance with the federal cap, creating doubts in the short term.
In the Federal District, Correio Braziliense noted that the total for the exams reached around R$ 550 before the cap. With the change, the value would be limited to R$ 180, abruptly altering the economic logic of the service.
How The Driver Can Demand The New Cap And What To Observe In The Invoice
The first step is to understand if, in your case, both exams will be charged. In many scenarios, the psychological evaluation is required in specific situations, such as for those who will perform paid activities (EAR), while the medical exam is standard in the process of obtaining and renewing.
If both exams are required, the official text states that the sum cannot exceed R$ 180. It is advisable to ask for a detailed receipt and keep proof, especially if there is a charge above the cap.
In case of discrepancies, experts indicate that there may be disputes over interpretations and local adaptations in the initial phase. Still, the ordinance is already in effect and can support formal complaints to the state’s Detran and consumer protection agencies, when applicable.

Se uma psicóloga ou médico tiver que deslocar para um atendimento. Fica no prejuízo. O legislador deve achar que um profissional, da um papel xerox e emite um laudo em papel de pão. Não tem como os exames ser um valor tão baixo, pois Detran exige muito principalmente infra estrutura e atendimento na clínica exclusivo para trânsito impedindo outro atendimento q não for do trânsito, com esse valor não terá profissional , e se sobrar algum q duvido vai ter filas até de ano pra realizar um exame igual o sistema único de saúde q vc fica mais de ano esperando pra realizar um ultrassom por exemplo ou uma consulta ,,,
