The National Agency of Petroleum, Natural Gas, and Biofuels (ANP) launched the notice for the 17th bidding round at the end of July, which will offer 92 exploratory blocks of oil and natural gas on October 7. 56 of them are in Santa Catarina, located in the Pelotas and Santos basins, across 13 municipalities along the coast. Oil Companies Interested in the ANP Auction
The latest company registered for the 17th Bidding Round for Oil and Natural Gas Blocks is the Australian Karoon Oil and Gas Ltd. Already in the competition are Petrobras, Chevron Brasil Oil and Gas Ltd (USA), Shell Brasil Petroleum Ltd (Anglo-Dutch), TotalEnergies EP Brasil Ltd (French), Ecopetrol Oil and Gas do Brasil Ltd (Colombia), and Murphy Exploration & Production Company (USA).
The auction is scheduled by the National Agency of Petroleum (ANP) for October 7 and will offer 92 blocks with a total area of 53,93 thousand km². The blocks are located in four Brazilian offshore sedimentary basins: Campos, Pelotas, Potiguar, and Santos. The Pelotas Basin faces the coast of Santa Catarina. The nearest block is 90 kilometers from the coast, and the farthest is 200 kilometers away.

Oil Extraction in Santa Catarina Could Yield Billions of Reais, but Environmentalists Point to Possible Impacts
In October, the ANP (National Agency of Petroleum) will conduct its 17th auction for dozens of exploration blocks on the coast of Santa Catarina. However, subject matter experts say there is no reason to stop using this energy matrix, which could yield billions of reais in royalties. Environmental entities draw a worst-case scenario with the possibility of oil extraction in Santa Catarina’s waters. They point to mass layoffs, compromise of the fishing industry, and tourism.
Pedro Rodrigues, director of the Brazilian Infrastructure Center, explained that oil today has very advanced technology. It is no longer that image of a pump in the middle of the desert gushing oil everywhere. Today there are very strict regulations, and the rules must be followed with compensations made. It is a wealth that needs to be explored. If we do not use it today, we will lose this wealth beneath the ground.
Oil Sector Technicians and Environmentalists Debate Exploitation in Santa Catarina
Daniel Bettú, a professor in the Petroleum Engineering Department at Udesc in Balneário Camboriú, says that the demand for oil extraction will still grow in the next 20 years and that there is a need to increase production by 20%, including for the manufacture of inputs for clean and sustainable energy operations. Oil, in fact, is not the energy of the future. Investing in renewable energy matrices is the way to go. However, if there is a market for the next 20 years, there is no reason to forgo this wealth, the resources of which could be earmarked for sanitation, health, and education, for example.
The coordinator of the Environmentalist Parliamentary Front of Santa Catarina, Deputy Paulinha, states that traditional mullet fishing may end on the coast of Santa Catarina, and beach tourism will be compromised. She states, “Besides the fact that there are no necessary studies, so far no public hearing has been held with the population of Santa Catarina and the southern coast regarding oil extraction.” The parliamentarian also states that studies are non-existent, sedimentary basin analyses, environmental impact assessments, and adequate contingency plans. It is precarious to auction the areas without prior technical references. Even if there is no spill, contamination will be inevitable, and the extent of the damages and losses to Santa Catarina’s coast is unknown.
