Aiming to help low-income families, deputies from the oil and gas sector approved a PL for the creation of aid for cooking gas in several states
Federal deputies linked to the oil and gas segment approved this month, the urgency of one of the PLs aimed at creating aid for cooking gas aimed at low-income families. The proposal is authored by Carlos Zarattini (OS/SP) and should be reported by Christino Áureo (PP/RJ), from the party that is part of the government's allied base.

Carlos Zarattini disagrees with the price policy entirely, and according to him it makes no sense or even an international balance for cooking gas to have these values, however it is necessary to resolve this for low-income families.
The deputy's original text provides that part of the Union's oil and gas royalties and the amount collected with CIDE can be used to discount the value of cooking gas for low-income families enrolled in CadÚnico. According to April data from the Ministry of Citizenship, aid of this nature could bring benefits to approximately 23,5 million families.
According to Zarattini, the deputies created two sources linked to the production of oil and gas, which has an increase in revenue with the increase in price. The deputy says that whether the government wants to create aid or not, the source is being authorized. “We are doing our part,” said the deputy.
The proposal may be voted on in the plenary of the House in early August
The proposal of the deputies of the oil and gas sector foresees the payment of cooking gas through a magnetic card and that can only be used in resellers authorized by the ANP, as a way to curb the illegal sale of cylinders. It will be up to the government to propose a design for the aid and which portion of the collection will be pledged from the moment of approval.
The estimate is that the matter can be voted on in August in the plenary of the Chamber. Christino Áureo, responsible for the rapporteur, defends the creation of fixed aid, different from what has been done with emergency aid, which is momentary for the pandemic.
There are dozens of projects in the Chamber of Deputies on price and access to cooking gas for needy families. According to Áureo, it is a possibility to support a large part of the vulnerable population after the end of the aid, as vaccination evolves.
Social Gas Program
The deputy proposes the creation of Social Gas, where CIDE would be used to pay half the price of the cylinder for families registered in CadÚnico through agreements between the Ministry of Citizenship and resellers, similar to what the states of Maranhão and Ceará have done.
The deputy says that there are several possibilities with a single objective, which is a more accurate and well-directed public policy. According to Áureo, more than 15 matters are being processed in the National Congress with the intention of promoting, from a stabilizing fund for LPG prices to the regulation of cooking gas prices.
