When The Problems Started At Comperj

Initially, Comperj was being built to be a refinery in partnership between Petrobras and CNPC, but the Chinese ended up deciding that the project would not be economically viable, aborting what would be its entry into the Brazilian refining market. Soon Petrobras also announced it would give up on the refinery, keeping only the UPGN to process the gas from the pre-salt. There is still no definitive destination for what will become of the enterprise, but everything indicates it may turn into a thermoelectric plant.

The works at Comperj have been halted twice. The first time in 2015 due to corruption issues in the project, more than 800 workers were laid off. Now, this second time, Covid-19 has exacerbated the existing problems in the project. For example: Delay in payment by Kerui Metodo, resulting in retention of equipment at the Port of RJ.
Many experts say the project will not recover, and perhaps it may even be completely extinguished, although that is a remote possibility. The pre-salt needs this project to transport at least gas production through the Rota 3 pipeline, which already has the maritime and land section well advanced.
