What Does ANP Say About Fuel Delivery for Gasoline and Other Fuels
The ANP Resolution 858/2021 regulates at-home fueling only for gasoline and ethanol, meaning the home delivery of other fuels, such as diesel, CNG, or others, is not permitted. According to the agency, the goal is to increase the efficiency and competitiveness of Brazil’s fuel sales market. The topic has been discussed since 2018, when the national truckers’ strike caused a shortage of this product throughout the country.
This type of service can be quite attractive, for example, for fleet managers, as it allows multiple vehicles to be refueled without the need to travel. The fuel station that wants to adopt the gasoline delivery model must obtain specific authorization from ANP and must be compliant with the ANP Quality Monitoring Program (PMQC). Deliveries can only be made by stations that also operate physically, and they are restricted to the limits of the municipality where the retailer is located.

Is It Possible to Find Out Which Fuel Stations Offer This Delivery Filling System?
Unfortunately, ANP does not currently provide a list of stations that offer this service on its website. Therefore, it is ideal for consumers to check if their trusted station offers the service. According to ANP, this type of sale must be conducted exclusively through digital channels, such as websites and apps, allowing scheduling of the fuel delivery time. All payments are made through the platform (via credit card, pix, among others), including the shipping cost to the desired location.
The refueling is done using a small tanker truck with a pump and hose similar to those at fuel stations, but there are some safety restrictions. Refueling must always be done in an open and ventilated area (actions are prohibited in closed spaces, such as garages and covered warehouses). Another requirement is that the location has an impermeable floor. Delivery of fuel is also prohibited in areas close to stormwater drains and on fast-moving urban roads.
