Understand how Firjan’s proposal seeks to accelerate investments on BR-101, reduce urban bottlenecks in Campos, and strengthen industrial transportation in Northern Fluminense
Initially, the Federation of Industries of the State of Rio de Janeiro (Firjan) delivered, on March 24, in Brasília, a technical letter to the National Land Transport Agency (ANTT).
Additionally, the document was presented during a meeting with the agency’s director, Guilherme Theo Sampaio, as reported by Firjan itself.
In this context, the proposal requests, above all, the acceleration of works on BR-101 in Northern Fluminense, with a direct focus on improving regional logistical infrastructure.

Moreover, participants in the meeting included Mauro Viegas, president of the Business Council for Infrastructure, Márcio Fortes, and Isaque Ouverney, representatives of Firjan.
In this regard, the document emphasizes that BR-101 is considered a structural axis for the competitiveness of the state of Rio de Janeiro.
Consequently, the highway connects strategic productive chains, such as oil and gas in the Campos Basin, as well as the food sector.
On the other hand, it also enables logistical integration with Espírito Santo and transportation via Porto do Açu.
Urban section of Campos concentrates main logistical challenges
Furthermore, according to Francisco Roberto de Siqueira, president of Firjan Norte Fluminense, the highway plays a central role in regional development.
Still, he highlighted that prioritizing improvements in the urban section of Campos dos Goytacazes is essential.
In this scenario, the goal is to reduce heavy truck traffic that crosses the city.
At the same time, the proposal points out that the section between kilometers 53 and 84 presents recurring congestion and traffic conflicts.
Consequently, these problems directly impact urban mobility and logistical efficiency.
Suggestions include technical studies and acceleration of investments
Thus, Firjan advocates, mainly, the acceleration of investments already planned in the BR-101 concession.
Additionally, the entity suggests conducting joint technical studies between ANTT and the concessionaire Arteris Fluminense.
In this context, the goal is to reassess the prioritization of works and enable phased interventions.
Among the critical points, regions such as Avenida General Estilac Leal and Rua Espírito Santo stand out.
Therefore, the proposal seeks to expand road capacity in these strategic locations.
ANTT signals openness to adjustments in the schedule
During the meeting, as reported by Isaque Ouverney, the proposal was well received by the ANTT board.
Moreover, the director showed openness to evaluate adjustments in the execution schedule of the works.
Consequently, this possibility may generate significant gains for regional mobility and logistics.
Document reinforces cooperation between the productive sector and government
At the same time, the letter also acknowledges advances made by ANTT in the contractual modernization of the concession.
Additionally, it highlights measures that strengthen legal security, regulatory predictability, and the resumption of investments.
On the other hand, Firjan reinforced its willingness to technically contribute to the Agency.
Thus, the goal is to support dialogue with the productive sector and public institutions.
Demands reflect discussions with entrepreneurs and public authorities
Previously, the contributions were debated with entrepreneurs and representatives of regional public authorities.
In this sense, all advocate for the prioritization of interventions in the urban section of Campos.
Consequently, the measure is seen as essential to improve vehicle flow and reduce the impacts of heavy traffic.
Delivery occurred during institutional agenda in Brasília
Finally, the delivery of the document took place during Firjan’s institutional agenda in Brasília.
Additionally, the delegation participated in the launch of the Legislative Agenda for Industry 2026.
At the same time, the Federation celebrated 60 years of operation of its office in the federal capital.
