The proposals submitted to the FIIS reached 156 public safety infrastructure projects, distributed across 15 states and evaluated at R$ 10.69 billion, a demand that led the government to extend the deadline for completion and formalization of requests to September 10.
The volume indicates a pent-up demand for works, systems, equipment, and technology. States and the Federal District have outlined projects ranging from operational centers and renovations to intelligence, monitoring, and equipment acquisition.
According to the Ministry of Justice and Public Security, 156 proposals were recorded by September 3. The approximate total reaches R$ 10.69 billion.
Participation includes 15 states. The new deadline ends on Thursday, September 10, allowing applicants to finalize documentation and formalize projects currently in preparation.

FIIS Proposals Are Divided into Three Areas
The largest share is linked to the program coordinated by the National Public Security Secretariat. There are 110 proposals, with a total value of R$ 5.58 billion, slightly more than half of the entire portfolio presented.
The National Penal Policy Secretariat received 16 projects totaling R$ 4.01 billion. Meanwhile, the National Drug Policy and Asset Management Secretariat accounts for 30 proposals, valued at R$ 1.09 billion.

The difference between quantity and value shows distinct profiles. The penal block has fewer proposals but enjoys a high average ticket, compatible with complex works and installations. Other programs allocate resources across a greater number of initiatives.
The fund allows for the construction, renovation, and expansion of public facilities. It can also finance information technology, intelligence systems, data integration, monitoring, furniture, and operational equipment necessary for the functioning of the structures.
Professional training and specialized technical services can be included when directly related to the investment. Thus, funding is not limited to concrete and vehicles; it extends to the technology and knowledge that enable the structure to operate.
The portfolio aims to support prevention and confrontation of organized crime, women’s protection, crime reduction, the Amazon, and border areas. However, each objective must be converted into a project with measurable deliverables.
BNDES Operates Fund Resources That Need to Be Repaid
The Ministry conducts the technical analysis and qualification, while the BNDES operates the funds. The line is reimbursable, so it’s not a free transfer: the public entity contracts financing and assumes a payment obligation.
This characteristic requires looking beyond urgency. A state may need a new center or system but must demonstrate financial capacity, scheduling, and maintenance. Equipment purchased without an operational budget turns into idle assets.

Technology projects face similar risks. Cameras, servers, and software rely on connectivity, storage, updates, and trained personnel. Deployment is just the first installment of the cost over the system’s lifecycle.
Therefore, the technical analysis must verify integration with existing structures. Isolated systems can produce data that doesn’t communicate, duplicate contracts, and force agents to switch platforms in the middle of an occurrence.
In construction, the executive project, land, licensing, and budget determine the speed. A high preliminary proposal does not mean immediate contracting. It still needs to go through qualification, banking evaluation, and administrative steps.
The extension to September 10 allows a few extra days to close these gaps. However, it should not be used to inflate an incomplete portfolio. A consistent request is more likely to move forward than a large figure without sufficient engineering.
Viewed this way, the R$ 10.69 billion measures demand, not disbursement. The actual investment will be the value of projects approved, contracted, and executed after the analyses.
National scale will depend on local execution
The presence of 15 states allows for different realities. Border areas, capitals, and rural municipalities face their own issues; the required infrastructure must respond to the territory and not merely replicate a national model.
It will also be important to observe distribution. If a few states concentrate a large part of the funding, the portfolio may deliver robust projects while leaving regions with less technical capacity out of the program.

Assistance in structuring proposals can help reduce this inequality. States with smaller teams need to turn needs into studies, budgets, and indicators—essential requirements to compete for public credit safely.
For construction, technology, telecommunications, and equipment companies, the portfolio signals future demand. Still, contracts only appear after approval, financing, and bidding. The announced figure should not be confused with guaranteed orders.
For the population, results mean functional buildings, integrated communication, faster expertise, and better working conditions for professionals. The appearance of delivery matters less than the service produced daily.
The next milestones will be the deadline closure, project qualifications, and contracting by BNDES. Only then will it be possible to know how much of the R$ 10.69 billion will move from intention to the construction site or the system.
The high demand confirms that public safety is also an infrastructure agenda. The FIIS will be tested on financing necessary assets without creating expensive, disconnected, or hard-to-maintain structures for local governments.
Comparing the 156 projects may indicate where the need is greatest. If buildings dominate, there is a physical deficit; if systems and equipment concentrate requests, the bottleneck may lie in modernizing already available structures.
Financing also offers an opportunity for standardization. States can share requirements for cameras, communication, and databases, reducing acquisition costs and facilitating cooperation in operations that cross state lines.
Standardizing does not mean buying the same solution for everyone. It means defining interfaces, security, and minimum quality so that different equipment can communicate without tying the government to a single supplier for years.
Another indicator will be the time frame between approval and delivery. Quick-response projects can coexist with long-term works, creating a balanced portfolio. Concentrating solely on lengthy interventions delays the benefits perceived by the population.
