New Billion-Dollar Data Center Expected to Transform Ceará, Generate Thousands of Jobs, and Boost Technology Specialist Training, Attracting Global Giants like Google, TikTok, Amazon, and Apple to the Metropolitan Region of Fortaleza.
Billion-Dollar Data Center Arrives in Ceará with Support from Tech Giants
The municipality of Caucaia, located in the Metropolitan Region of Fortaleza, is preparing for a milestone in the information technology sector in Brazil.
A mega data center complex will be installed in the city, with an expectation of generating approximately 15,000 jobs, both direct and indirect, just in the first phase of construction, according to information released by the Secretary of Science, Innovation, and Technological Development of Caucaia, Machidovel Trigueiro Filho.
The project, led by Casa dos Ventos, owned by Cearense businessman Mário Araripe, involves billion-dollar investments and has attracted the interest of major multinational companies in the technology sector.

According to a report published by the Diário do Nordeste, the venture is already mobilizing negotiations among companies and public agencies.
Interest from Google, TikTok, Amazon, and Apple Moves the Tech Sector
According to an investigation by the newspaper Diário do Nordeste, companies like ByteDance (parent company of TikTok), Google, Amazon, and Apple are already monitoring the progress of the venture and assessing strategic opportunities due to its robust infrastructure potential and prime location.
The project plans to begin construction in the second half of 2025 and start operations in the first half of 2027, following a timeline established by the municipal government and partners.
After the initial phase, the data center is expected to maintain around 500 direct jobs, all requiring high technical qualifications.
The anticipated impact goes beyond job creation, as it fosters local workforce development and encourages youth training for the technology sector, a theme deemed a priority by the Caucaia city hall.
To meet future demand, partnerships with the Federal Institute of Ceará and private universities are underway, focusing on technical and higher education for local residents.
According to Trigueiro Filho, the municipality aims to establish a regional technology innovation hub, as highlighted in an interview with the newspaper Diário do Nordeste.
Structure and Functioning of the New Data Center in Ceará
The project, partially revealed by Diário do Nordeste, indicates a multi-building industrial-standard venture occupying around 12 city blocks.
The initial plan highlights areas designated for data processing, storage, technical support, physical security, and secure destruction of information, in addition to administrative sectors and spaces geared towards employee well-being.
It is expected to include ten data rooms, each over 2,000 m², along with advanced cooling and power distribution systems.
Dozens of electrical rooms, generators, transformers, and operational control centers — such as the NOC (Network Operations Center) and SOC (Security Operations Center) — will be part of the infrastructure.
The complex will have large internal corridors, elevators, more than 60 vertical technical passages (shafts), and rooms dedicated to integrating essential systems.
In addition to technical areas, the complex plans specific spaces for logistics, maintenance laboratories, storage, administrative sectors, and support environments for professionals.
The project also includes ample circulation, with corridors exceeding 5,000 m², stairs, and strategically distributed elevators.
Project Stages and License Progress
Currently, the data center in Caucaia is in the technical planning stage, with detailed studies on the necessary energy and water supply infrastructure.
The project has already obtained the Preliminary License from the Ceará Secretary of the Environment and authorization from the National Electric System Operator for connection to the power grid.
On June 26, the National Electric Energy Agency published the official authorization for Casa dos Ventos to connect the data center to the transmission lines of the national electric system.
The city hall confirmed to Diário do Nordeste that the construction permit application process was initiated on June 16, 2025, and two administrative procedures regarding the Letter of Agreement for Casa dos Ventos are in the final stages.
This document is essential for the implementation of an exclusive transmission line, a fundamental element for the operation of a large data center.
According to the municipal secretary, the collection of final signatures for the authorization is ongoing, with no bureaucratic obstacles reported so far.
Strategic Role of the Data Center for the Development of Ceará
Data centers, or data processing centers, play a strategic role in the contemporary digital economy.
They are responsible for mass storage, processing, and transmission of data for companies, financial institutions, media platforms, and internet services.
Facilities of this scale require high standards of physical security, real-time monitoring systems, energy redundancy, and advanced cooling capability to ensure the continuous operation of servers.
The announcement of the new data center in Caucaia coincides with a global trend of decentralizing digital infrastructures, which were previously concentrated in major capitals.
The investment in Ceará broadens access to cutting-edge technologies, stimulates the training of specialized labor, and strengthens the local production chain.
As noted by Diário do Nordeste, the presence of a data center can generate demands in sectors like construction, transportation, telecommunications, food, asset security, and industrial cleaning, extending economic impacts beyond technology.
Training and New Opportunities for Young Cearenses
The arrival of major players in the technology market drives initiatives for professional qualification.
Local actions, in partnership with institutions like the Federal Institute of Ceará, aim to offer technical courses, internship programs, scholarships, and even exchanges with companies in the sector.
The goal is to ensure that young people from Ceará can compete for positions offered in the venture and in other expanding technological projects in Brazil.
The business environment is also undergoing adaptations.
Municipal authorities are working on modernizing tax incentive legislation, updating regulatory frameworks, and simplifying processes to attract new investments.
These measures aim to create competitive conditions so that other technology companies consider Caucaia and Ceará as priority destinations for future operations.
Perspectives and Challenges of the Data Center in Brazil
Industry experts point out that the success of the data center depends on the consolidation of a reliable energy infrastructure, access to high-speed networks, availability of qualified professionals, and regulatory stability.
The Caucaia project combines factors that arouse global interest, including strategic location, proximity to submarine internet cables, and potential for expansion.
With the approach of internationally operating companies, the expectation is that the project will bring lasting benefits to the local economy, encourage research and innovation, and increase Ceará’s competitiveness in the Brazilian digital landscape.
However, there are still steps to be taken before the effective start of construction and operation of the complex, such as final licensing and implementation of transmission lines.
In light of this unprecedented movement, will other states in Brazil be able to keep up with this pace and invest in projects capable of transforming the training of youth and national technological development?
