The Federal Government Launched in 2025 a Financing Program for Residential Renovations, with Credit of Up to R$ 100 Thousand, Reduced Interest, and Payment Terms of Up to Eight Years.

The federal government announced, in September 2025, a new national financing program aimed at home renovations across the country. According to a report from O Globo (09/25/2025), the proposal will allow families to take out loans of up to R$ 100 thousand, with payment in 96 installments — equivalent to eight years — and interest rates well below those practiced in the market.

The measure aims to stimulate the construction sector and provide a real alternative for housing improvement for families who already own a property but face difficulties in funding structural renovations.

Focus on Affordable Housing and Social Impact

The program, which will be operated by Caixa Econômica Federal, will prioritize low and middle-income families. The idea is to allow residents to carry out expansion work, painting, roof replacement, electrical and plumbing installations, among other improvements that enhance the safety and comfort of their homes.

According to sources from the Ministry of Cities, the credit is expected to have an initial grace period and partial subsidy for families registered in CadÚnico, expanding the social reach of the measure. The government is also considering differentiated financing lines for those who wish to regularize their property before the renovation, a common situation in consolidated urban areas.

Conditions and Terms of the New Financing

The housing loan can be paid off in up to 96 months (eight years), with interest rates ranging from 4% to 8% per year, depending on the income bracket. The contracts will be intermediated by Caixa Econômica Federal and partner banks, following a model similar to that used in programs like Minha Casa, Minha Vida.

The expectation is that the first contracts will be released by the first half of 2026, following the publication of the regulatory decree and the definition of the base budget.

Economy and Job Creation

The government estimates that the new housing renovation program could inject billions of reais into the economy, primarily boosting small construction companies, hardware stores, and local labor.

Every R$ 1 billion invested in affordable housing, according to data from the Brazilian Chamber of Construction Industry (CBIC), can generate around 60,000 direct and indirect jobs. The hope is that by providing credit for renovations, the program will invigorate the productive chain without the need to build new units from scratch, thus reducing costs and increasing social impact.

Comparison with Previous Programs

The project will complement Minha Casa, Minha Vida, which currently finances only new or used properties. Unlike it, the new program will allow families who already own homes to make structural improvements or expansions, addressing a historical gap in Brazilian housing policy.

Similar state programs, such as Casa Verde e Amarela Reforma (launched in some states in 2023), served as a model for the new federal initiative.

Next Steps and Launch Expectations

The decree that will regulate the program is expected to be published by the end of 2025, following adjustments among the ministries of Finance, Cities, and Social Development. The government is also exploring partnerships with state governments and municipalities to expand the number of beneficiaries and reduce operational costs.

In an interview, MDR officials emphasized that the program is not a direct subsidy, but a loan with special conditions that seeks to balance fiscal responsibility and social impact.

The government’s new program, offering credit of up to R$ 100 thousand and an eight-year term, represents more than just a housing benefit — it is a strategy for economic reactivation and restoration of the dignity of Brazilian homes.
