With State and Federal Investments, the Government of Rio Grande do Sul Will Create Over 5,500 Jobs for the Construction of New Prisons and Expansions of Existing Facilities.
The Government of Rio Grande do Sul will allocate a total of R$ 804.3 million to works aimed at the state’s penitentiary system, in a move considered the largest investment in history in this area. The initiative includes the construction of five new prisons and the expansion of four others, with a forecast of creating 5,586 new vacancies.
The amount will consist of R$ 658.4 million from the state government and a complement of R$ 145.9 million from the Union, aimed at construction, renovations, and improvements in penitentiary facilities linked to the Secretary of Penal and Socio-Educational Systems (SSPS), under the supervision of the Secretary of Public Works (SOP).
Caxias Do Sul and Rio Grande Lead in Volume of Resources
The two largest works will be the new penitentiaries in Caxias do Sul and Rio Grande, with over R$ 500 million in combined resources.

The State Penitentiary of Caxias do Sul will receive R$ 261.9 million for the construction of 1,650 vacancies in a space of 25,000 m².
The unit in Rio Grande will count on R$ 241.6 million, aimed at creating 1,710 vacancies and 25,900 m² of constructed area. Both are scheduled for completion in the second half of 2026.
The company Verdi Sistemas Construtivos will be responsible for the construction of the two units, as well as the penitentiaries in São Borja (R$ 125.3 million, 800 vacancies) and Passo Fundo (R$ 125 million, 800 vacancies), which are also scheduled for delivery by 2026.
Federal Participation Guarantees New Unit in Alegrete
The new Public Jail in Alegrete will be 100% funded by the Union, with R$ 31.6 million in investments and a capacity for 286 vacancies. The work will be the responsibility of Konpax Construções.
The Secretary of Public Works, Izabel Matte, emphasized the importance of the projects for the safety and resocialization of inmates:
“The works that qualify and expand the prison system guarantee more safety and enable the resocialization of offenders. With the work of SOP and SSPS, we will deliver facilities that will fulfill their function.”
Reforms and Expansions of Prisons Reach Other Regions of the State
In addition to the new buildings, four prison units will undergo expansions and renovations, with an additional investment of R$ 18.9 million, including R$ 3.3 million from the State and R$ 15.6 million from the Union.
Among the improvements planned, the expansion of the Passo Fundo Regional Prison stands out, with 40 new vacancies and a cost of R$ 11.5 million, and the State Penitentiary of Cachoeira do Sul, which will have 130 new vacancies at a cost of R$ 4.8 million. Both projects will be executed by Previbras Soluções Industriais.
The modular penitentiaries in Uruguaiana and Ijuí will receive 53 additional vacancies each, with R$ 1.3 million per unit, financed by the Union.
The works will be carried out by Construtora União (Uruguaiana) and Vier Engenharia (Ijuí).
Requalification of the Public Jail of Porto Alegre Is in the Final Phase
Another highlight of the investments is the renovation of the Public Jail of Porto Alegre (CPPA), the former Central Prison, which has already received around R$ 130 million.

The work is 96% completed and is expected to requalify 1,884 vacancies, with nine living modules and a constructed area of 14,000 m².
Started in July 2022, the construction of the modules was completed, and the project received adjustments in 2024 to include a new kitchen and laundry.
The external part of the CPPA will have control towers and support spaces, such as reservoirs, pumping stations, a central GLP gas system, hot water generators, energy, and an electrical substation.

The Secretary of Penal and Socio-Educational Systems, Jorge Pozzobom, emphasized the scope of the investment plan:
“These are record-breaking investments in this area, the largest in the history of the State, that come to qualify the services provided to people deprived of liberty, offering better penal treatment and also improving the work environment of the staff.”
