The approved text is the substitute bill by rapporteur, Deputy Bruno Ganem (Pode-SP), for Project Law 1520/25, authored by Deputy Carla Dickson (PL-RN).
In the original version, the project established different amounts based on the degree of disability and the economic condition of each family. The rapporteur modified this structure and proposed a single payment of R$ 600.
R$ 150 more per additional dependent
In addition to the main amount, the proposal establishes an additional R$ 150 for each additional dependent.
A caregiver responsible for two children under the stipulated conditions would, for example, receive R$ 750 per month, combining the base amount and the additional payment.
“A Standard Already Established in Income Transfer Policies”
Justifying the value determination, Bruno Ganem stated that the project “is a standard already established within the scope of income transfer policies, which favors the proper calibration of the benefit.”
Thus, the R$ 600 follows a reference already used in other income programs, according to the rapporteur.
Who Can Receive: No Requirement for Formal Employment, but Impact on Professional Life
The proposal does not require the beneficiary to have formal employment to receive the payment.
However, it is necessary to demonstrate that the activities related to caring for the child or adolescent somehow interfere with the caregiver’s professional life.
Registration in Cadastro Único is Mandatory
The registration of the responsible caregiver in Cadastro Único (CadÚnico) will be mandatory, according to NSC Total.
The registration serves as the gateway to federal social programs and, in the Typical Mother Aid program, functions as a requirement for the benefit.
Multidisciplinary Team Assesses Condition under the Statute of Persons with Disabilities
The condition of the child or adolescent must be assessed by a multidisciplinary and interdisciplinary team.
The criteria are those stipulated in the Statute of Persons with Disabilities established by Law 13.146/15.
Conclusive Processing: Next Stops are Finance and Taxation and CCJ
Despite approval in the committee, the benefit is not yet available, and the project is under conclusive processing.
The proposal needs to pass through two more committees of the Chamber: the Committee on Finance and Taxation and the Committee on Constitution, Justice, and Citizenship.
After the Committees, Chamber, Senate, and Sanction: the Aid is Not Yet Law
After the committees, for it to become law, the project still needs approval from the Chamber of Deputies and the Federal Senate, and finally, the sanction of the President of the Republic.
On September 9, 2026, the Typical Mother Aid had completed the first stage, the thematic committee, and was still waiting on the rest.
Under the program, families with a child or adolescent with a disability or chronic illness can receive a monthly income that varies according to the number of family members. The benefit is intended to help offset the additional expenses often incurred in caring for children with special needs.
This initiative is part of the government’s broader effort to provide support across various sectors, including education and health care, for families in need.
