Santa Catarina Maintains The Lowest Homicide Rate In The Country And Stands Out For Data Transparency, According To The Violence Atlas 2025.
Santa Catarina was once again recognized as the safest state in the country. The data is included in the Violence Atlas 2025, published by the Institute for Applied Economic Research (Ipea), based on information from 2023.
The study considered official records as well as hidden homicides, a practice that distorts the reality of violence in many regions of the country.
Lowest Homicide Rate
According to the survey, the homicide rate in Santa Catarina was 9.0 per 100,000 inhabitants.

This figure places the state at the top of the national safety ranking.
São Paulo comes in second with a rate of 11.2. At the other end of the list is Amapá, with 57.7 homicides per 100,000 inhabitants, the highest rate in the country.
The analysis also considered so-called hidden homicides. These are cases recorded as “violent deaths of indeterminate cause,” a common practice in various states.
The inclusion of these cases significantly alters the indexes. A clear example is São Paulo, which failed to record 2,277 homicides in 2023.
This raised the state’s real rate from 6.4 to 11.2, taking it out of the position of the safest state and placing Santa Catarina in the lead.
Data Transparency
The report highlights the transparency of Santa Catarina. The state reduced records classified as deaths of indeterminate cause by 71.4% between 2022 and 2023.
This reinforces confidence in the presented data and differentiates Santa Catarina from other states that still show high rates of underreporting.
For Governor Jorginho Mello, the data reflects the joint effort of the government and security forces.
“Santa Catarina is not only the safest state in the country in numbers. It is the state where families live with more tranquility, where lives are protected, and where security is taken seriously. These numbers represent preserved lives,” said the governor.
Lower Than The National Average
Santa Catarina also shows figures well below the national average. While the estimated homicide rate in Brazil is 21.2 per 100,000 inhabitants, the state recorded less than half of that number.
The Secretary of State for Public Security, Colonel Flávio Graff, pointed out that the result is the fruit of coordinated actions.
“We live in contrast. While Brazil is recognized as one of the most violent countries in the world, Santa Catarina goes against these indicators. Here, we invest in strategic planning, integration of Security Forces, infrastructure, and technology,” highlighted Graff.
Other Positive Indicators
The Violence Atlas also provided data on other types of homicides. Santa Catarina had a rate of 8.8 per 100,000 inhabitants for general homicides, one of the lowest in Brazil.
In female homicides, the state is among the highlights alongside São Paulo, Minas Gerais, and the Federal District. Among youths aged 15 to 29, Santa Catarina reported the second lowest rate in the country: 14.3 per 100,000 inhabitants.
Another positive aspect was the reduction of crimes committed with firearms. In the last five years, the state had a 32.3% decrease in this type of occurrence.
The Atlas used official data from the Ministry of Health systems: the Mortality Information System (SIM) and the Notification of Diseases Information System (Sinan), ensuring reliability and a scientific basis for the presented numbers.
