IntegraTietê Update Gathers Data on Works, Sanitation, and Oversight, While Independent Report Points to Pollution Decline and Water Quality Fluctuations.
The Government of São Paulo published this Tuesday (20) an update on the IntegraTietê Program, which encompasses cleaning, sanitation, monitoring, and oversight interventions to reduce pollution in the Tietê River and its main tributaries.
The report indicates that, between 2023 and 2025, 4.91 million cubic meters of sediments were removed from the basin, focusing on the Tietê and Pinheiros Rivers and flood retention basins in the Metropolitan Region.
The strategy, according to the government, aims to increase the flow of waterways and reduce the risk of flooding in urban areas.

At the same time, an independent measurement released by the SOS Mata Atlântica Foundation indicates fluctuations in water quality: the so-called “pollution stain,” a section deemed unsuitable for multiple uses, decreased by 33 kilometers in one year, dropping from 207 km to 174 km.
Nevertheless, the report describes that most monitored points remain classified as fair, poor, and dreadful.
Dredging in the Tietê and Pinheiros Gains Scale

The removal of sediments is one of the most visible fronts of the IntegraTietê.
Of the total removed from the basin, 4.3 million cubic meters are attributed to the Tietê and Pinheiros Rivers, while 613 thousand cubic meters came from flood retention basins in the Metropolitan Region, structures used to reduce flooding.
In official communications, the government compares the volume to more than 409 thousand dump trucks, which would form a queue of about 3,682 kilometers.
The technical justification is to recover the depth and flow of the channels, which tends to improve the drainage during rainy periods.
Sanitation and Sewage: The Weight of Sabesp’s Investments
The program also relates advances in de-pollution to investments in sewage collection and treatment.
The report cites about R$ 22 billion secured since 2023 for actions related to the Tietê, plus a jump in contributions allocated to Sabesp: from R$ 1.1 billion in 2023 to over R$ 20 billion in execution between 2024 and 2026, focusing on expanding sewage treatment and reducing the organic load released into the rivers.
In this context, the reported numbers indicate an increase in water and sewage connections: 2.5 million people would have benefited from access to drinking water through the connection of about 800 thousand properties, while sanitary sewage would have been expanded to over 3 million people, with more than 1 million households connected to collection and treatment networks.
The investment plan through 2029 disclosed in the same material anticipates R$ 70 billion, with R$ 35 billion already contracted, and an average of 2,400 households connected per day to sanitation networks.

PPP for the Tietê and Pinheiros Expects 15-Year Contract
During the actions surrounding Tietê Day, on September 22, 2025, the government announced the opening of a public consultation for a Public-Private Partnership aimed at dredging and revitalizing the Tietê and Pinheiros Rivers.
The project allocates R$ 9.5 billion over 15 years.
The disclosed scope includes 182.9 kilometers of the Tietê, between the Ponte Nova and Pirapora dams, and 27.6 kilometers of the Pinheiros, encompassing the Guarapiranga Canal.
Among the planned services are dredging, removal of macrophytes, operation and maintenance of dams and polders, conservation of green areas, cleaning slopes and concrete berms, as well as increasing the removal of floating waste and landscaping projects.
Floating Waste in the Pinheiros River Grows and Pressures Cleaning Efforts
In addition to dredging works, SP Águas maintains a daily routine of removing floating waste from the Pinheiros River.
The program’s report indicates that, since 2023, 118.8 thousand tons of waste have been removed, with investments exceeding R$ 192.7 million.
In 2025, the amount collected increased by 14% compared to the previous year, totaling 43,948.48 tons, against 38,260.06 in 2024 and 34,704.39 in 2023.
The data underscore a persistent challenge: even with cleaning actions, the volume of waste indicates ongoing pressure from illegal dumping and the transport of waste by rain and drainage galleries.
CETESB Monitors Water Quality and Dissolved Oxygen
The CETESB maintains permanent monitoring of the quality of the Tietê water, with 27 points along the river, from its springs to the Paraná mouth, according to the program’s report.
Between Mogi das Cruzes and Barueri, the company also monitors the organic load of 30 tributaries, measuring the impact of sewage before it reaches the main course.
This system is described as reinforced by five automatic stations transmitting data in real time, in Mogi das Cruzes, Penha (Guarulhos), Rasgão (Pirapora do Bom Jesus), Laranjal Paulista and Barra Bonita.
The material mentions an investment of R$ 600 thousand in the Barra Bonita station and more than R$ 1.2 million since 2023 for the operation and maintenance of the system.
The same data cite a gradual reduction of organic matter at the Metropolitan Region exit, in Edgard de Souza, and improvements in dissolved oxygen levels at the Rasgão station between 2022 and 2025, an indicator associated with better environmental conditions in rivers.
Pollution Stain Recovers 33 km, but Quality Still Fluctuates
The survey from the SOS Mata Atlântica Foundation released just before Tietê Day describes a scenario of improvement in one indicator and deterioration in another.
The entity reports that the “pollution stain” decreased from 207 km in 2024 to 174 km in 2025, but highlights a reduction in the extent classified as “good,” with most sections remaining at fair, poor, or dreadful levels.
The report also emphasizes that, although there is an annual retreat, the historical series shows fluctuations and vulnerability, with a trend reversal starting in 2022 and a peak in 2024.
In the stretch between Salesópolis and Barra Bonita, the study informs that water of good quality was restricted to a smaller section, while the fair condition expanded.
Salesópolis Park and Landscaping on the Marginal Tietê
In addition to cleaning and sanitation works, the government introduced projects for the recovery of floodplains and margins.
One of them is the Salesópolis Park, announced with an investment of R$ 158 million and an execution period of 24 months, with project and construction stages following the planned bidding.
The proposed plan is to recover and preserve Tietê floodplains and create recreational and environmental education areas.
Another front anticipates R$ 44.1 million in 36 months for the maintenance of landscaping between the Penha dam and the Pinheiros mouth, in a stretch along the Marginal Tietê totaling 350 thousand square meters.
The described plan includes planting and management of trees and shrubs, as well as cleaning services, debris removal, maintenance of roads, and surface drainage.
Environmental Oversight and Education Enter the Package
To support the disclosed goals, the program also reinforced environmental oversight and education.
The Integrated Inspection Group of Tietê (GFI-Tietê) was announced in March 2025 and brings together actions to identify sources of pollution, such as illegal sewage discharges and industrial or agricultural waste.
According to the report, the Environmental Police traveled 3.1 thousand kilometers of navigable stretches and issued 291 citations, totaling around R$ 3.7 million in fines.
The CETESB, in turn, reportedly conducted 620 sample collections and 257 inspections, applying R$ 6.9 million in penalties.
In the awareness area, the Environment Secretary claims to have carried out 143 environmental education actions, reaching 10,528 people, focusing on the river’s surroundings and the preservation of water resources.
