“Specialist Launches Online Course Clarifying Federal Law 14.133”
With the imminent entry into force of Federal Law 14.133 on the last day of 2023, Marcelo Palavéri, renowned lawyer and authority in Municipal Law, developed an online course that unpacks all the details of this new legal framework.
“Understanding Law 14.133/21 and Its Impacts”
In a thorough study, the course dives into the specifics of Law 14.133/21, covering its organizational structure to the introduction of administrative contracts. Essential aspects, such as the new bidding modality of the auction and the auxiliary procedure of the price registration system, are examined in detail. Additionally, the role and regulation of public agents involved in the bidding process, such as the contracting agent, the auctioneer, and the support team, are explored.
According to Palavéri, Law 14.133/21 represents a significant advancement in the bidding process, promoting greater efficiency and transparency in the acquisition of goods and services by the public authorities. The new legislation will apply to federal, state, district, and municipal agencies, as well as all entities of the direct administration.

“The major innovation brought by Law 14.133/21 is the emphasis on governance. The regulation expands mechanisms of control and security, requires planning, and consequently leads to more effective results”, highlights Palavéri, who also presides over the Paulista Institute of Municipal Management (IPGM).
“Training to Face the Challenges of the New Legislation”
The course “Auction and Price Registration in the New Bidding Law” was designed with a focus on mayors, secretaries, councilors, managers of autarchies, public companies, public servants in general, lawyers, and companies interested in participating in public bidding. The study program includes twelve hours of technical content, consisting of video classes and support material for reading and supplementary studies. The training can also be adapted to the specific needs and characteristics of the interested parties, being offered in an in-company format.
Palavéri warns that the new rules represent a considerable challenge for public administrations and companies. “Now is the time to prepare, to understand the changes, to take advantage of the benefits, to integrate the new procedures into the administrative reality, and to get the municipalities ready to effectively improve their bidding and administrative contracts by December 29, 2023, always in favor of the public interest”, concludes the course mentor.
