Even with confirmed anticipation and billions released in the economy, the vulnerable part of the population will not have access to the benefit, generating doubts, concerns, and direct impact on family budget
The payment of the 13th salary of INSS in 2026 is already officially defined and, once again, will be anticipated to the first semester. The measure, which usually benefits millions of Brazilians, brings financial relief amid a challenging economic scenario. However, despite the positive expectation, an important piece of news draws attention: a large portion of the elderly will not receive the bonus this year.
The information was disclosed by “Official Government Portal”, according to a recently published federal decree, which details not only the payment schedule but also who will be entitled to the benefit and, mainly, who will be left out. This distinction has generated doubts among insured individuals, especially those who directly depend on these amounts for basic expenses.
Who is entitled to the 13th of INSS in 2026 and who is left out
First of all, it is important to understand that the 13th salary of INSS is not a universal benefit. In other words, not all insured individuals of Social Security are entitled to the additional payment.

Two Chinese supertankers chartered by Asia’s largest refiner have just crossed the Strait of Hormuz and may be the first to leave the Persian Gulf since the ceasefire between the United States and Iran on a route that still has mines and uncertainties.
According to the established rules, all beneficiaries who, throughout 2026, received any of the following social security benefits will have access to the bonus:
- Retirement
- Death pension
- Temporary incapacity assistance
- Accident assistance
- Maternity salary
- Reclusion assistance
On the other hand, those who receive the Continuous Cash Benefit (BPC) are automatically excluded from the payment. This group represents a significant portion of elderly individuals over 65 years old and people with disabilities in low-income situations.
Additionally, beneficiaries of the so-called Lifetime Monthly Income also do not receive the 13th. Therefore, it is essential for citizens to correctly verify what type of benefit they receive before counting on this extra amount.
Calendar of the 13th of INSS in 2026 and billion-dollar impact on the economy
Meanwhile, for those entitled, the schedule is already defined and follows the final number of the benefit, disregarding the verification digit. This organization facilitates the payment flow and avoids overload on the system.
The first installment, corresponding to 50% of the benefit amount, will be paid between April 24 and May 8. The second installment will be deposited between May 25 and June 8.
In addition to directly benefiting the insured, this anticipation also plays an important role in the Brazilian economy. In total, the measure is expected to inject around R$ 78 billion into the market, summing the two installments.
Consequently, sectors such as commerce and services are likely to feel the positive effects, as a good portion of beneficiaries use the amount for essential expenses, such as food, health, and housing. It is worth noting that most INSS insured individuals receive up to a minimum wage, which makes the 13th even more relevant in the monthly budget.
Understand why beneficiaries of the BPC do not receive the 13th salary
Finally, it is essential to understand the reason why BPC beneficiaries are not entitled to the 13th salary. This exclusion is directly linked to the nature of the benefit.
While social security benefits require contributions throughout professional life, the BPC is an assistance benefit. That is, it is intended to guarantee a minimum income for people in situations of social vulnerability, regardless of contributions to INSS.
For this reason, despite ensuring a monthly payment, the BPC does not include additional bonuses, such as the 13th salary. This structural difference often generates frequent doubts among beneficiaries, especially among elderly individuals who believe they are entitled to the bonus.
In light of this, experts recommend that insured individuals regularly check their situation and type of benefit, avoiding surprises and allowing for better financial planning throughout the year.
