INSS Removes Report on Irregular Deductions Linked to Contag. Document Indicated More than 30 Thousand Unauthorized Deductions in Retirement and Pensions, with Estimated Loss of R$ 3 Billion.

The INSS removes the report on irregular deductions in favor of Contag (National Confederation of Rural Workers), which had been published on its website last Wednesday (August 20, 2025). The document recorded more than 30 thousand unauthorized deductions in September 2022, during the administration of Jair Bolsonaro (PL). The material was removed hours after a report by the magazine Piauí brought the case to public attention, according to Poder360.

The agency stated that the disclosure was a mistake, as the text was not yet finalized. Nevertheless, the content exposed weaknesses in the audit system and warned of risks to the image of the agency, as well as workload overload and diversion of operational resources.

The Origin of the Complaints

Irregular deductions in retirements and pensions have been investigated by the Federal Police in operation Sem Desconto, in partnership with the Office of the Comptroller General (CGU). The estimate is of a loss exceeding R$ 3 billion since the beginning of the scheme, which would have started back in 2018, during the government of Michel Temer (MDB).

According to the report taken offline, most authorizations had no backing from beneficiaries. The document stated that the deductions benefited Contag, an entity historically linked to rural workers and politically close to the PT.

Political and Institutional Impact

The scandal gained momentum in May 2025 and led to the dismissal of then Minister of Social Security, Carlos Lupi, and the president of INSS, Alessandro Stefanutto. Since then, the federal government has initiated a reimbursement process for the affected parties.

By July, approximately R$ 330 million had already been returned to 500 thousand retirees and pensioners affected by the undue deductions. Despite the partial reimbursement, experts warn that the amount represents only a fraction of the total loss.

Contag and Pending Reactions

At the time of publication of this report, Contag had not officially commented on the report removed by INSS. The confederation is one of the main organizations representing rural workers in the country and has significant political influence, especially in negotiations related to Social Security and social benefits.

The removal of the report reignites the debate over transparency and institutional accountability in cases that directly affect the income of retirees and pensioners, a public that often lacks means to contest undue charges administratively.

The decision to take the document offline places INSS under renewed pressure amid ongoing investigations. The episode exposes control failures and raises questions about who will actually be held accountable for the scheme that affected millions of beneficiaries of Social Security.
