The federal government announced the construction of Brazil’s first smart public hospital in São Paulo, with an investment of R$ 1.7 billion from the New Development Bank, integrated digital structure to SUS, annual capacity of 200,000 visits, and completion expected between three and four years.
International Funding and Official Announcement
The project will be funded by a loan of R$ 1.7 billion from the New Development Bank, the Brics bank. The announcement took place this Wednesday (7) at the Palácio do Planalto.
The ceremony was attended by President Luiz Inácio Lula da Silva, Health Minister Alexandre Padilha, and NDB President Dilma Rousseff.

According to the Ministry of Health, the hospital will be a national reference and a model of fully digital health assistance for countries in the economic bloc, integrating advanced technologies into the public healthcare network.
Digital Structure and National Integration
The unit will serve SUS patients with high-precision medicine, supported by artificial intelligence and other emerging technologies, according to official information from the ministry released during the announcement.
The hospital will be part of a network of intelligent services, with 14 automated and interconnected intensive care units distributed across different states, forming a national system of connected ICUs.
This model foresees the use of digital infrastructure to optimize hospital processes and improve clinical outcomes, with data integration, routine automation, and technological support for medical teams.
Capacity, Beds, and Delivery Time
Linked to the University of São Paulo, the hospital will have an emergency department with 250 beds and capacity to serve 200,000 patients annually in the public network.
The Intensive Care Unit will have 350 beds connected to the intelligent ICUs of the national network, along with 25 surgical rooms designated for medium and high complexity procedures.
The official forecast is that the unit will be ready in three to four years, following the signing of the financing contract and the start of construction in São Paulo.
Expected Impact on SUS Care
According to the Ministry of Health, the smart hospital could reduce waiting times for specialized care in urgent and emergency situations in SUS by more than five times.
The initiative also includes the modernization of excellence hospitals within the public system, expanding the use of digital technologies and standardizing processes in strategic units.
The project aims to provide SUS users with free access to technological resources similar to those available in top private hospitals, as highlighted by the Health Ministry.
Project Expansion and Additional Investments
In addition to the new hospital in São Paulo, the modernization of hospitals at the Universidade Federal de São Paulo, the Oncological Hospital of Baixada Fluminense, and the Grupo Hospital Conceição in Rio Grande do Sul was announced.
The Brain Institute and federal hospitals in Rio de Janeiro will also be modernized, including units of UFRJ and Unirio. For this restructuring, the projected investment is R$ 1.2 billion.
The Health Minister stated that the contract represents a technological leap, bringing to Brazil resources that, according to him, even the largest private hospitals do not currently offer.
Statements and Loan Term
For President Lula, the smart hospital will help strengthen the positive image of SUS, as evidenced during the COVID-19 crisis, especially in care for the most vulnerable populations.
Dilma Rousseff informed that the loan repayment period will be 30 years and emphasized the partnership of China and India in the project, highlighting the bank’s commitment to access to technology and development.
