The Modernization of the Public Bulk Liquid Pier at the Port of Paranaguá Aims to Improve Port Logistics, Bringing Technological Advances, Greater Operational Safety, and Efficiency in the Transport of Bulk Liquids. See:

The Administration of the Ports of Paranaguá and Antonina (APPA) authorized the start of the modernization works of the Public Bulk Liquid Pier at the Port of Paranaguá on March 13, 2025. This decision was based on a technical study conducted since April 2024, which identified the need for modernization to meet increasing demand and regulatory requirements. Thus, with an investment of approximately R$ 29 million, the project aims to improve port infrastructure and ensure greater operational safety. This investment is aligned with the guidelines of the National Secretariat of Ports and Waterway Transport and follows recommendations from the National Agency for Waterway Transport (ANTAQ).

Main Expected Improvements

The project includes several structural and technological improvements. The main advances include:

  • Construction of a new mooring dolphin: The work will increase safety and efficiency in ship docking, reducing operational risks and improving vessel stability. This phase is expected to be completed by December 2025.
  • Installation of a laser docking system: Technology that will offer greater precision and safety, improving control over docking operations. Initial tests began in July 2024.
  • Implementation of quick-release hooks: The goal is to reduce operation time and increase safety in port operations. This phase is expected to be completed by February 2026.
  • Replacement of fenders: The renewal of equipment will provide greater protection to vessels and port infrastructure, increasing durability and operational efficiency. The technical study was completed in November 2024.
  • Pavement recovery and signaling: The improvements include adjustments in pavement and signaling to ensure greater safety in the circulation of vehicles and workers. This phase will take place between June and August 2025.
  • Electrical upgrades: Updating electrical installations to support new technological demands, ensuring greater stability and reliability in power supply. The completion of this phase is expected in April 2026.

Partnership with Operators and Execution Timeline

The project was developed in partnership with pier operators, ensuring safety and operational efficiency. Moreover, the modernization will contribute to the fluidity of logistics operations and reduce bottlenecks. APPA expects to complete the project elaboration and construction works in 420 days, according to the planning disclosed in March 2025.

Importance of the Bulk Liquid Pier

The pier, built in the 1940s, underwent its first major modernization project in 1998, adapting operations to the growth in demand for bulk liquids. Currently, it serves five strategic terminals:

  1. Petrobras/Transpetro
  2. Liquipar
  3. Catallini
  4. CBL
  5. TERIN

These terminals are essential for the movement of strategic products, contributing to the regional and national economy, according to a report by the National Agency for Waterway Transport (ANTAQ) published in December 2023.

Recent Performance and Highlight in Soybean Oil

In 2024, the pier was responsible for moving 53.3% of liquid bulk at the ports of Paraná. Furthermore, the highlight was soybean oil, which, significantly, reached 63.8 thousand tons moved in January 2025. Consequently, this volume represented 72% of the national total, which, in turn, generated over 65 million dollars in FOB value. According to the Ministry of Agriculture and Livestock, the total vegetable oils moved reached 81 thousand tons in January 2024, thus demonstrating a significant growth of 225% compared to the previous year.

The investment of R$ 29 million in the modernization of the Bulk Liquid Pier, therefore, clearly reaffirms the commitment of the Ports of Paraná to operational efficiency, safety, and logistical development. Moreover, these improvements are extremely important as they ensure the competitiveness of Brazilian ports in global trade. Consequently, they also significantly boost the growth of the maritime sector and ultimately strengthen the national economy. Thus, the modernization of port infrastructure will enhance transport operations and consolidate Paraná as one of the main logistics hubs in Brazil.
