More Than 39 Thousand Owners Will Be Entitled to Proportional Refund of IPVA 2024. See Who Can Withdraw, When and How to Check the Amount

The São Paulo Department of Finance and Planning has started to refund amounts related to the IPVA 2024 for drivers who had their vehicles stolen or robbed in 2023. The measure aims to reimburse up to R$ 24 million to taxpayers, with the first payments starting on April 7.

How Does the IPVA Refund Work?

The refund of the IPVA is made proportionally to the months in which the owner was without the vehicle. The calculation takes into account the month of the police report (B.O), whether the tax was paid in full or in installments, and whether the car was recovered.

According to Sefaz-SP, 39,415 police reports were registered last year, all eligible to receive the corresponding value of the tax refund.

Who Can Withdraw the IPVA Refund?

The Vehicle Property Tax (IPVA) is an annual mandatory fee for owners of vehicles registered in the state of São Paulo. The amount of the IPVA is calculated based on the market value of the vehicle, which can be checked in the Vehicle System (SIVEI) of the São Paulo Department of Finance and Planning (Sefaz-SP). To check this, it is necessary to provide the vehicle's license plate.

To be entitled to the refund, it is essential that the owner has registered a police report. Non-violent cases can be reported online, but theft with serious threats requires an in-person visit to a police station.

The refund is available at the Bank of Brazil and the calendar is divided according to the occurrence quarter:

  • 1st Quarter of 2024: release on 04/07/2025
  • 2nd Quarter of 2024: release on 04/22/2025
  • 3rd Quarter of 2024: release on 05/05/2025
  • 4th Quarter of 2024: release on 05/19/2025

The money will be available for up to two years. After that period, the refund will need to be requested through the SIVEI system of Sefaz-SP.

Examples of IPVA Refund Calculation

  • Theft in January after full payment with discount: the owner will be entitled to almost 100% of the amount paid, unless the car is recovered — in that case, the proportional amount for the months with the car back will be deducted.
  • Theft in March, after two installments paid: if the owner paid for January and February, they only owe 2/12 of the tax, and the excess amount will be refunded.
  • Theft in August, with full payment in January: in this case, the owner is entitled to receive 5/12 of the total amount paid for the IPVA, provided that the vehicle has not been recovered by December 2024.

How to Check the Amount to Be Received?

To know if your refund is released, visit the Sefaz-SP website, click on the “IPVA” tab, go to “Services” and select “Consultation of refund for stolen or robbed vehicles in this State.” Fill in with the Renavam number and the corresponding B.O.

Documents for IPVA Withdrawal

The withdrawal can be made at any Bank of Brazil branch. For individuals, it is necessary to present a photo ID and CPF. Companies must present the articles of incorporation, minutes of the meeting, or equivalent documents, along with identification of the legal representative.

If the withdrawal is made by third parties, a specific power of attorney for this purpose is required.

IPVA with Justice: Measure Aims to Correct Losses and Provide Financial Relief

The partial refund of the IPVA is a form of tax justice for those who suffered losses due to theft or robbery. Even though it is not automatic, the measure represents a financial relief for thousands of drivers — and shows that it is necessary to be aware of rights after traumatic situations like these.
