Judicial Decision Reactivates The Works Of BR-319, Igniting The Debate On Deforestation And The Future Of The Amazon. Environmentalists Warn Of Risks.
The road that cuts through the heart of the Amazon may be about to receive a new layer of asphalt, but the question dividing the country is: what is the true cost of this project? Behind every paved kilometer, a warning sounds louder.
Environmentalists fear that this project may be the starting point for unprecedented devastation in the forest, and the consequences could be irreversible.
The reactivation of the works on BR-319, which connects Manaus to Porto Velho, was made possible after a judicial turnaround. According to a decision by the Regional Federal Court of the 1st Region (TRF-1), the injunction that suspended the preliminary license for paving was overturned.

The public policies coordinator of the Observatory, Suely Araújo, declared that the road will cause the “explosion” of deforestation in the region if robust measures are not taken before implementation.
The Court, however, had a different view. According to Judge Flávio Jardim, who reversed the injunction, the preliminary license does not authorize immediate construction but establishes conditions for the project to proceed in accordance with environmental laws.
Still, the Observatory has already indicated that it intends to appeal the decision, keeping the conflict surrounding BR-319 alive.
The Long Wait For Revitalization
BR-319, with its 885 kilometers in length, connects Manaus to Porto Velho and is considered the only land route that links the Amazon capital to the rest of the country.
However, the road, built in the 1970s, has gone through a long period of neglect, becoming practically impassable in several stretches. This led the federal government, in 2005, to attempt to resume the paving project.
According to the portal Info Money, the preliminary license for the paving was finally granted in 2022, during Jair Bolsonaro’s government, after 17 years of bureaucracy. However, the project was halted due to judicial intervention.
For the Ministry of Transport, paving the road is crucial for the development of Manaus and its integration with the rest of the country, but the environmental dilemma remains at the forefront.
Deforestation On The Rise In The Amazon
The concern about environmental impacts is not new, and the data reinforces the fears of environmentalists.
According to information from the injunction that was overturned, in 2021 alone, more than 25,000 hectares of land around BR-319 were deforested, driven by the expectation of the resumption of works.
The fear is that, without strict control and the implementation of preventive policies, this number could increase exponentially.
President Luiz Inácio Lula da Silva also commented on the issue during a visit to Amazonian communities affected by drought in August 2024.
Lula defended the importance of the road for the region, but conditioned the project on the adoption of rigorous environmental care, emphasizing that it is possible to balance development and preservation.
The Next Battle: Resources And New Challenges
With the TRF-1 decision, the path is open for paving to advance, but the legal battle is far from over.
According to experts, the Climate Observatory is already preparing to appeal the decision, bringing the discussion back to the courts. Meanwhile, the government and the companies involved in the project will have to comply with environmental requirements to avoid new suspensions.
BR-319 is not just a road. It represents a watershed between the economic progress of an isolated region and the preservation of one of the planet’s most important ecosystems. Every step taken towards its paving brings with it the challenge of balancing these two opposing sides of the scale.
