Government to Auction 7th Round of Airports in August This Year, and Major Players Already Show Interest in Privatization
The Federal Court of Accounts (TCU) authorized, on this Wednesday (1), the auction of the 7th round of airports by the government, which intends to privatize 15 terminals, including the Congonhas terminal (SP) – the second busiest in the country. The Ministry of Infrastructure expects, with the approval, that the auction will take place in the first or second week of August.
The ministers approved the proposal from the rapporteur of the process at the TCU, Minister Walton Alencar.
According to the rapporteur, no irregularities or improprieties were identified that would dissuade the continuation of the seventh round of airport concessions.

The Congonhas airport leads the SP/MS/PA/MG Block, which also includes ten other airports subject to privatization: Campo Grande (MS); Corumbá (MS); Ponta Porã (MS); Santarém (PA); Marabá (PA); Carajás (PA); Altamira (PA); Uberlândia (MG); Uberaba (MG); and Montes Claros (MG).
The other blocks consist of the Campo de Marte (SP) and Jacarepaguá (RJ) airports, dedicated to general aviation, and the terminals of Belém (PA) and Macapá (AP).
Marcelo Sampaio – Minister of Infrastructure – recently stated that major players are showing interest in the auction, such as groups like Zurich, Vinci, and CCR.
Santos Dumont Airport Withdrawn from Auction at Request of Rio de Janeiro Government, Which Aims to Conduct Joint Concession with Galeão Airport
The auction was initially set to include the participation of the Santos Dumont airport (RJ), but the government was forced to modify its plans in light of the resistance from the political class in Rio de Janeiro regarding its privatization.
During February, the government announced that the auction of the Santos Dumont terminal will be conducted in conjunction with the new bidding for Galeão airport (RJ), which is undergoing a return process by the concessionaire Changi Airport, from Singapore. Rapporteur Walton Alencar Rodrigues evaluated the government’s decision as correct, since if the two airports were managed by different concessionaires, they could operate under a “predatory competition.”
According to Rodrigues, all interactions taken between society and power resulted in the best alternative. The rapporteur also stated that the modeling of the 7th round followed the technique of cross-subsidies, as formatted in the blocks.
Minister Who Opposed the Privatization of Eletrobras Praises the Progress of the 7th Round Process at TCU, Also Suggesting Monitoring Audit
The TCU minister, Vital do Rêgo, who voted against the privatization of Eletrobras, praised the progress of the 7th round process at the TCU.
Vital stated that it is necessary to recognize when the process is well done. According to him, the civil aviation secretariat and the Ministry of Infrastructure have been improving the standard of cross-subsidies with each round of concessions, so that today, there will not be much work for him in this session.
The minister also suggested that the TCU conduct an audit to oversee the services of the airports that will go through the privatization process, which was included in the rapporteur’s vote.
