Delivery in Guarapuava Expands Housing Program for Elderly with Social Rent, Health Services and Leisure, Integrates University and City Hall, Reinforces International Recognition of Paraná and Is Part of a State Plan with Dozens of Units Planned.
The Government of Paraná delivered, in Guarapuava, in the Central-South of the State, a new residential condominium aimed at people aged 60 or older, with 40 housing units and leisure and community areas such as a heated pool, community garden, and outdoor gym.
The inauguration took place on Thursday, December 11, 2025, with the presence of Governor Carlos Massa Ratinho Junior, marking the eighth city in Paraná to receive a unit of the Viver Mais Paraná program, linked to Cohapar.
Under the model adopted in the program, residents pay a monthly social rent equivalent to 15% of the national minimum wage, which “currently represents R$ 227.70”, according to data released by the state government.

In addition to the adapted houses, the project provides for periodic monitoring in areas such as health and social assistance, with support from the municipality and participation in university extension projects.
Structure of the Elderly Condominium in Guarapuava

The condominium inaugurated in Guarapuava has single-story houses designed for the elderly and a shared structure aimed at community living and care.
In the state’s promotional material, the space is presented as a gated residential community with facilities that include a Community Center, community garden, outdoor gym, and heated pool, intended for activities such as water aerobics.
Commenting on the proposal, Ratinho Junior said that the location was designed to offer housing and a community routine for people of the same age group.
“Here, elderly people will be able to live and interact with others their age. There’s a pool for water aerobics, a doctor once a week, and a nurse twice a week to monitor health”, stated the governor during the ceremony.
The services offered, according to the government, include care and monitoring in areas such as physiotherapy, nursing, social assistance, physical education, and other fronts.
Part of this support, as announced, will be provided by students from the State University of the Midwest (Unicentro), through extension projects.
Social Rent and Criteria of the Viver Mais Paraná Program

The program is aimed at elderly individuals living alone or couples aged 60 or over, with a monthly income of one to six minimum wages, within the model of social renting.
In Guarapuava, the indicated monthly payment was R$ 227.70, presented as a “symbolic rent” in the official communication.
Cohapar reported that the investment in the project was about R$ 6 million, funded by the state treasury.
In defending the model, the president of the company, Jorge Lange, stated that the initiative was created to provide “quality of life, security, and care” to people over 60 who have not been able to realize the dream of owning their own home.
In the same speech, he also described the program as aimed at elderly individuals with mobility, who seek companionship and opportunities for physical activity and socialization.
Role of the City Hall and Assistance to Residents
The City Hall of Guarapuava partnered by donating the land and external infrastructure, including paving and electrical network extension, according to official information.
Additionally, the municipality committed to providing professionals for the medical and assistance care of the residents.

Mayor Denilson Baitala stated that the proposal goes beyond delivering houses.
“More than just housing, we are providing dignity to these elderly individuals. In partnership with Unicentro, we will provide full support to them, with a doctor once a week, physiotherapists, physical education teachers, and entertainment staff,” he said.
In the same statement, he mentioned the intention to bring periodic attractions to the residential, such as music and integration activities.
Resident’s Testimony Marks Inauguration
Among the new residents mentioned during the inauguration is Beatriz Beraldo de Oliveira, aged 81 years.
According to the released testimony, she lived for over 60 years with her husband, who passed away in 2024, and was in a rented house funded by her children.
With the key in hand, she planned to move in the coming days and said she intended to spend Christmas in her new home.
“I loved it, I’m already used to the house. I got the key, I’m moving on Saturday, and I’ll spend Christmas here relaxed,” stated Beatriz, as recorded during the ceremony. “It’s so emotional; there are no words to express,” she added.
International Recognition and Policies for the Elderly

The Paraná government relates initiatives such as Viver Mais Paraná to the recognition received from the World Health Organization.
On May 28, 2025, the state announced that Paraná became the first in South America recognized by the WHO as an “Elderly-Friendly State,” affiliated with the Global Network of Age-Friendly Cities and Communities, valid from 2025 to 2028.
In the announcement, Ratinho Junior stated that the recognition is a result of “this project” and other actions aimed at the dignity of the elderly population.
Still in 2025, the institutional communication of the government also informed that the certificate of affiliated member would be presented in Washington, scheduled with the OPS/WHO headquarters.
Expansion of Elderly Condominiums in Paraná

The Guarapuava unit is part of a larger plan.
The state government reported that the program comprises 32 elderly condominiums among units delivered, under construction, contracted, in bidding, and in the project phase, with a total estimated investment of around R$ 244 million.
In October 2025, a state update indicated that, with the inauguration of Campo Mourão, six condominiums had already been completed up to that point and another 13 were underway.
The same report mentioned Guarapuava as one of the projects nearing completion at that time, ahead of the official inauguration in December.
Casa Fácil Terceira Idade Expands Access to Home Ownership

In addition to the social rent model, Paraná launched a subsidy program to facilitate the purchase of the first home for the elderly.
The program Casa Fácil Paraná – Terceira Idade, according to Cohapar, was launched on May 13, 2025.
The initiative provides for up to R$ 80,000 to cover the down payment for financing, within the rules of Minha Casa, Minha Vida and with credit analysis by Caixa.
The proposal was presented as a way to reduce one of the most common barriers in financing for this demographic: the maximum repayment term, limited by rules that relate age and contract duration.
