Nationally Encrypted Tool Aims at Digital Security and Should Replace the Use of Private Messengers in the Public Sector

The creation of a ‘state WhatsApp’ is officially being tested in the federal government. The initiative, led by the Brazilian Intelligence Agency (Abin), aims to strengthen the security of internal communications and reduce dependence on applications controlled by foreign companies, such as WhatsApp and Telegram.

The project, revealed to the National Congress, provides that the app will initially be used by members of the Brazilian Intelligence System (Sisbin), but with possible expansion to the entire federal public administration. The main focus is to ensure digital sovereignty and protect sensitive information from leaks and espionage.

Security, Encryption, and Remote Deletion

According to Folha de São Paulo, the application will feature its own encryption, different from the solutions offered by conventional apps. A previously tested feature in earlier versions — such as the Athena project — includes the ability to remotely delete data from the device if the phone is lost or stolen.

During the previous government, Athena’s use was suspended. Now, the new platform resurfaces as Abin’s central bet in the context of the Digital Transformation Program (PDX), which seeks to modernize official communication in a more agile, secure manner aligned with digital government guidelines.

App Inspired by WhatsApp, but Under State Control

In practice, the ‘state WhatsApp’ is expected to offer functionalities similar to private messengers: sending text, audio, video, images, creating groups, and voice calls. The difference will be the sovereign infrastructure and control over the database, operated by public institutions.

The application is being developed in partnership with the Federal University of Ceará (UFC) and Serpro (Federal Data Processing Service), a state technology company. The system already has a functional version in the testing phase and awaits validation from the Ministry of Management and Innovation in Public Services.

Integration with Intelligence System and Database

In addition to instant communication, the new platform also envisions the creation of a parallel system for structuring, cataloging, and sharing intelligence documents among Sisbin members. This integration expands the reach of the tool and reinforces the strategic nature of the project.

The expectation is that the app will become the standard in federal institutions, replacing private solutions that currently dominate the daily lives of civil servants. Despite the progress, Abin states that it cannot disclose more technical details for national security reasons.
