Petrobras and Ibama Define Drill Simulation for Exploration Well Licensing on the Equatorial Margin. Oil Spill Simulation Will Be Decisive for Enabling Exploration in the Amazonas River Mouth Basin

According to information from O Globo, Petrobras and Ibama have scheduled the Pre-Operational Assessment (APO) for the next 24th, a decisive step for the exploration well drilling license on the Equatorial Margin off the coast of Amapá. Prior to that, an oil spill simulation will take place lasting three to four days, serving as a test for safety measures and rapid response in the region.

The goal is to meet the environmental requirements set by Ibama, which denied the license in 2023, thereby enabling exploration of an area that may contain up to 30 billion barrels of oil. The government’s expectation is to raise about R$ 1 trillion from production over the next few years.

The Strategic Importance for Amapá and Brazil

The Senate president, Davi Alcolumbre (União-AP), celebrated the progress in the process, calling it “a victory for Amapá and Brazil.” He highlighted that the project could generate thousands of direct and indirect jobs, as well as boost investments in infrastructure and logistics in the state.

For Amapá, the exploration well drilling license on the Equatorial Margin represents not only an economic gain but also an opportunity to consolidate its role in the national energy sector. The strategic location, close to the mouth of the Amazonas River, enhances the logistical potential for exports.

What Will Be Tested in the Simulation

The simulation will include spill containment procedures, mobilization of specialized vessels, activation of containment barriers, and coordination with emergency teams. Performance in this exercise will be crucial for Ibama to approve the operation.

According to Sylvia dos Anjos, director of Exploration and Production at Petrobras, the evaluation will be conducted transparently with oversight from environmental technicians. If there are no incidents, the next step will be formal authorization to begin drilling.

History and Challenges of the Project

Since the initial denial from Ibama in 2023, Petrobras has been adjusting the project to meet requirements related to marine biodiversity and the contingency plan. The Equatorial Margin region is considered sensitive, housing unique ecosystems and migratory routes for marine species.

On the other hand, project advocates argue that exploration can be conducted with cutting-edge technology and strict safety standards, minimizing environmental risks and leveraging the economic potential of the region.

Economic Perspectives

If confirmed, the exploration well drilling license on the Equatorial Margin could attract large companies and suppliers to Amapá, creating a multiplier effect in the local economy. The federal government estimates that, with production at scale, a significant portion of the revenue could be allocated to social and infrastructure investments.

Minha preocupação não se refere a exploração de petróleo por meio da perfuração. Meu receio vem com a entrega desse Grandioso projeto ao capital estrangeiro. E uma das consequências disso é o empobrecimento do povo.
Exemplo disso, foi a venda a preço de **** do pré sal para uma empresa estrangeira

Vimos essa mesma estória, na época do pre-sal, a 15 a 20 anos atras, e hoje o pré-sal acabando e o dinheiro o governo e outros atores do estado, se beneficiaram enquanto a nação, continua pobre sem futuro econômico.
A nossa economia urge, ser retirada das mãos de politicos, e deve ser comandada tecnicamente pelo comitê de economia do banco central. Acorda povo **** mais um engodo.
