The Ministry of Education (MEC), in partnership with São Paulo State University (Unesp) and 23 other higher education institutions, announced the opening of 532 spots for the Professional Master’s in Water Resources Management and Regulation (ProfÁgua) for the year 2025.
The program, lasting 24 months, is aimed at professionals who wish to deepen their knowledge in the field of water management, contributing to the sustainable development of the country.

ProfÁgua is an initiative that seeks to train professionals to tackle challenges related to the management and regulation of water resources in Brazil.

Selective Process And Applications
Applications for ProfÁgua 2025 will be open from April 23 to May 23, 2025, exclusively through the program’s online system.
The selection process consists of three stages:
- Specific Knowledge Test (PCE): in-person test lasting 4 hours, consisting of 30 objective questions and 1 essay question, with an eliminatory character (minimum score 5.0).
- Research Proposal Evaluation (PPQ): classificatory analysis conducted by specialized evaluators.
- Documentary Analysis of Curriculum (PTC): documental analysis of the curriculum, also of a classificatory nature.
The final average will be calculated with weights of 50% for the PCE, 25% for the PTC, and 25% for the PPQ.
Ranking will be conducted by institution, and spots will be filled according to the descending order of the final average.
In case of a tie, the highest score in the PCE will be considered first, followed by the PPQ and the candidate’s age.
Required Documentation
To apply, candidates must present the following documents:
- Updated Lattes Curriculum.
- Undergraduate diploma recognized by the MEC or proof of completion by the enrollment date.
- Undergraduate transcript.
- Research proposal.
- Proof of payment of the registration fee in the amount of R$ 98.00.
- For candidates opting for affirmative actions, a specific declaration is required.
Strategic Importance Of ProfÁgua
ProfÁgua plays a fundamental role in training qualified professionals to address the challenges related to the management of water resources in Brazil.
Since its inception, the program has already trained over 500 masters and has an additional 500 master’s students in progress.
The initiative is a result of a partnership between the MEC, Unesp, and various higher education institutions, with the support of the National Water and Basic Sanitation Agency (ANA) and the Coordination for the Improvement of Higher Education Personnel (Capes).
Investment in ProfÁgua has already exceeded R$ 7.3 million, reflecting the federal government’s commitment to training qualified professionals for sustainable water resources management.
