Applications Open on February 4; Program Offers Special Conditions for Low-Income Students in Higher Education Courses.
The Ministry of Education (MEC) has released a public notice with 112 thousand vacancies in undergraduate courses, available for the first and second semesters of 2025. Applications for Fies Social, a program that offers full student financing, will be open from February 4 to 7. The initiative targets low-income students and aims to democratize access to higher education.

How Does the Selection Process Work?
The selection process for Fies Social will be based on the scores from the National High School Exam (Enem). To participate, it is necessary to have taken the exam since 2010, obtaining at least 450 points in the overall average and a score higher than zero on the essay. Candidates who declared themselves “practice takers” in Enem will not be able to participate.

The MEC organizes the selection process carefully. Candidates who have never attended an undergraduate program or who have not yet benefited from student financing are prioritized. Those who already hold a degree or have repaid their financing can also apply but will compete in later stages.
Pre-selected students will be announced on February 18. To secure the spot, it is necessary to access the Fies website and confirm the application between February 19 and 21. If a candidate is not selected in the first call, they will be automatically included on the waiting list, which will remain open until April 9.

This benefit is even more attractive for low-income families, as half of the vacancies are reserved for candidates with a family income of up to half the minimum wage per person, registered in the Unified Registry (CadÚnico).
The initiative aims to ensure the retention of students in universities, allowing them to complete their courses without accumulating unsustainable debt. This is a strategy of the MEC to expand access to higher education and strengthen the country’s educational development.
Pé-de-Meia Licenciaturas
Another new initiative announced by the MEC is the Pé-de-Meia Licenciaturas program, aimed at encouraging teacher training in Brazil. Those who apply for undergraduate courses and achieve a score higher than 650 points on the Enem will be able to receive a monthly scholarship of R$1,050, with R$700 paid directly and R$350 deposited into a savings account.
The accumulated amount can be accessed by the student after graduation, provided they enter the public basic education system. This initiative is part of the Mais Professores para o Brasil program, which aims to value and qualify the teaching profession, a field essential for the country’s future.
