A technical study by the UFC points out environmental and social challenges and questions the accuracy of documents presented by the consortium responsible for the enterprise. Understand the main points of this analysis and its implications for the population and the environment:

Since 2004, environmental agencies have been analyzing the viability of exploring the uranium and phosphate deposit in Santa Quitéria and Itatira, in Ceará. During this period, the project has gone through different phases and evaluations.

  • 2012: Ibama issued a negative opinion regarding mining due to inconsistencies in the studies presented.
  • 2014: They were unsuccessful in trying to obtain the license again.
  • 2019: New environmental assessments brought the project back into discussion.
  • 2021: Public hearings were held to clarify the possible impacts of mining.
  • 2024: Ibama continues to review the environmental studies presented, with an opinion expected by the end of the first half of 2025.

UFC Study Points Out Challenges in EIA-RIMA

Given this scenario, the Federal Public Ministry (MPF), the Public Ministry of Labor (MPT), and the State Public Ministry of Ceará (MPCE) requested a technical opinion. Thus, the study was delivered in February 2024 by the Academic Panel on Uranium and Phosphate Mining. Therefore, it gathers researchers from various fields, such as Medicine, Biology, Physics, Law, and Geography.

Moreover, the experts analyzed the Environmental Impact Study (EIA) and the Environmental Impact Report (RIMA). The consultancy Tetra+ prepared these documents for the Santa Quitéria Consortium. As a result, the group identified points that require additional clarification, as they may compromise the environmental and social safety of the region.

Main Issues Analyzed in the Study

The UFC study raises several critical questions about the project. Therefore, the following points are highlighted:

1. Public Health Issues

  • Uranium is a heavy metal that requires specific precautions, as it can have long-term health impacts.
  • As prolonged exposure may affect the central nervous system and reproductive organs, experts suggest the need for greater monitoring.
  • Additionally, studies indicate that the effects of mining should be analyzed considering the local reality and conditions of the exposed population.

2. Availability of Water Resources

  • Since the use of water in mining could impact local supply, this is one of the main concerns of the study.
  • Furthermore, the need for a plan for continuous monitoring of water quality was highlighted as essential for environmental safety.

3. Biodiversity Protection

  • The study indicates the need for rigorous monitoring of the region’s fauna and flora.
  • Moreover, additional conservation measures can be implemented to minimize impacts on the local ecosystem.

4. Socioeconomic Aspects

  • The PSQ predicts the creation of 538 direct jobs, but the sustainability of these job opportunities in the long term still needs to be detailed.
  • Similarly, the transportation of uranium and phosphate must be carefully planned to minimize risks in areas near the enterprise.

Aspects Requiring Additional Clarification

The UFC opinion highlights points in the EIA-RIMA that can be improved, such as:

  • Researchers suggest clarifying the lack of detailed justification for some of the changes in the meteorological data used.
  • Another relevant aspect refers to the need for additional studies on air quality and impacts on public health.
  • Similarly, there are recommendations for a deeper analysis of possible contaminations of underground and surface waters.

What Do The Involved Parties Say?

In light of the ongoing discussions, the Santa Quitéria Consortium stated that, so far, it awaits the analysis from Ibama to provide additional clarifications. In a statement, the company affirmed that it maintains constant dialogue with the community and regulatory bodies.

On the other hand, Ibama emphasized that the environmental licensing process includes public hearings, allowing for the consideration of all doubts and suggestions before the final decision.

Recommendations from the Experts

Given the context identified in the study, UFC experts recommend measures to ensure greater transparency and safety in the project analysis process. Thus, they recommend that:

  • The National Nuclear Energy Commission (CNEN) requests additional technical justifications for the environmental data presented.
  • Ibama evaluates the need for new studies on the radiological and environmental impacts of the enterprise.
  • Moreover, all exposure pathways of the population to mining waste should be analyzed with more detailed criteria.
  • The model for environmental impact be periodically reviewed, with the participation of independent specialists.

Perspectives for the Santa Quitéria Project

In light of these analyses, the UFC study highlights points requiring continuous monitoring regarding environmental safety and the impacts of the Santa Quitéria Project. Although Ibama continues to analyze the technical and environmental data, the final decision on licensing still depends on new evaluations.

Thus, society, researchers, and regulatory institutions will need to participate actively to ensure that all raised issues are considered. Furthermore, transparency in the licensing process and the adoption of rigorous criteria for assessing environmental impacts are fundamental to balancing economic development and environmental protection.
