Santos AE Project Provides for 1,769 Housing Units, Commerce, Services, and Leisure Areas, Transforming the Macuco Neighborhood with the Arrival of the Santos-Guarujá Tunnel.
The Government of São Paulo launched on Thursday (4) the notice for the construction of the Santos AE project, which will be developed by the Urban Development and Housing Company (CDHU).
The project will be located in the entrance area of the Santos-Guarujá tunnel, in the Macuco neighborhood, and provides for 1,769 housing units.
There will be 762 units of Social Interest Housing (HIS), aimed at families with income of up to six minimum wages, and 1,007 units of Popular Market Housing (HMP), targeted at families with up to ten minimum wages.

Urban Integration and Local Impact
The Secretary of Urban Development and Housing, Marcelo Branco, highlighted that the Santos-Guarujá tunnel has been awaited for years and the State seeks to anticipate the demands that will arise.
According to him, the increase in resident and floating population in the region requires housing solutions and new services.
Meanwhile, the Director of Projects and Programs at CDHU, Maria Teresa Diniz, stated that the proposal reinforces the company’s commitment to quality solutions that promote the development of the Macuco neighborhood.
Structure and Location
The buildings will be constructed in three blocks near Siqueira Campos, Senador Dantas avenues, and Padre Anchieta street.
The 30,000 m² plot belongs to CPTM, and the constructed area will be 170,000 m².
The Undersecretary of Urban Development, José Police Neto, reminded that the tunnel project will change the dynamics of the municipalities and will require adjustments to land use and occupation legislation.
He emphasized that the Secretariat will work with the municipalities to ensure that the positive impacts are leveraged.
Research and Guidelines for the Development
The design of the Santos AE was based on the Environmental Impact Report of the tunnel and studies of the region.
Sociodemographic aspects, existing infrastructure, commerce, public transport, urban legislation, and neighboring developments were analyzed.
The surveys indicated that a mixed-use project would be the most suitable since the concept of active facades is common in Santos.
The location, with good visibility and surrounding income above the average, favors the establishment of commerce and services.
Planned Commerce and Services
The studies indicate strong potential for destination stores, such as gyms, markets, fast food, laboratories, and pet centers, especially at the corners of Senador Dantas and Siqueira Campos avenues.
On local streets, there will be space for other smaller shops. Therefore, the development is not limited to housing but creates a new axis of services and economic activities for the region.
Institutional and Social Facilities
The project also provides for the implementation of a Citizens’ Square unit, outdoor sports and leisure areas, as well as health and education facilities.
Another initiative is the installation of a unit of the Long Life program, which welcomes elderly individuals in situations of social vulnerability while preserving their autonomy.
This model offers up to 28 housing units with support from social assistance teams.
The property remains under public responsibility, and residents can be replaced as their circumstances change.
Corporate and Leisure Structure
The development will also feature corporate floors for public agencies, a rooftop restaurant with a sea view, and an auditorium.
In open spaces, the proposal includes a sports court, a skate park, a playground, social areas, and an urban mini-forest, which will be implemented in partnership with the NGO Formigas de Embaúba. Furthermore, the presence of these facilities should reinforce the public and collective character of the project.
The Government of São Paulo aims, with the Santos AE, to associate the construction of the tunnel with the urban revitalization of the surrounding area.
