Even With a Doubtful Scenario Regarding the Winner of the Bid, Keppel Shipyard Came Out Ahead and Won the Petrobras Process for the Construction of Two FPSO Platforms at the Búzios Field for Pre-Salt Oil Production.
On Thursday (06/30), Keppel Shipyard managed to win the Petrobras bid for the construction of two FPSO-type platforms at the Búzios Field, located in the Santos Basin, in the municipality of Rio de Janeiro. Thus, the company will be responsible for part of the investment in the new platforms for exploring pre-salt oil, but faces a scenario that is investigating its victory in the process.

After the completion of the Petrobras bidding process for the construction of FPSO platforms P-80 and P-82 at the Búzios Field, it was announced that multinational Keppel Shipyard was the winner of the bidding. The company made an offer of US$ 2.983 billion per unit, equivalent to R$ 15.48 billion based on Thursday’s exchange rate of R$ 5.19 per dollar, and managed to come out ahead in the national oil company’s process.
Furthermore, it was disclosed that the total cost for constructing the two pre-salt oil exploration platforms is around R$ 31 billion, making it the highest price paid for such platforms. The state-owned company will be responsible for the design of the structures, and the works will occur with the participation of other companies in the segment. Additionally, Petrobras hopes that, together with Keppel Shipyard, it can finalize construction and begin exploration at the Búzios Field around 2026.

Petrobras Bidding Process With Keppel Shipyard Victory for FPSO Platform Construction at Búzios Field Raises Doubts in the Oil Sector
Following the announcement of Keppel Shipyard’s victory in the bidding process for the new FPSO platforms for pre-salt oil exploration from Petrobras, the oil and gas sector began to express skepticism about the process. This is because the second-placed bidder, Sembcorp Marine Rigs & Floaters, is in the process of merging with Keppel overseas; that is, both companies have the same controller, the investment fund Temasek.
Although the state-owned company could claim ignorance about the process, it had already been announced a few months ago, and during the bidding for the future platforms, there was sufficient information for that.
Additionally, Keppel Shipyard’s victory is also being questioned regarding the bid amount offered compared to the second place, as one presents a price of US$ 2.9 billion while the runner-up offers R$ 3.6 billion.
Finally, of the six companies participating in the bidding, three are from the same group: Keppel. The companies also withdrew their offers midway through the process in a questionable manner, and thus, the controlling company Keppel Shipyard managed to win the process, leaving doubts about the legality of this bidding and the issues behind the process.
