Octans Aircraft Is Advancing with Negotiations to Start Construction of Its Aircraft Factory in Ceará by the End of This Year. The Company Plans to Invest R$ 300 Million in the State, Creating Thousands of New Jobs
Negotiations are progressing for the start of construction of the Octans Aircraft aircraft factory in the state of Ceará, which is expected to receive estimated investments of R$ 300 million. One of the pending issues for the project to move forward is the definition of the land where the factory will be built, in the area of the new Sobral Airport. According to Lúcio Gomes, Secretary of State Infrastructure (Seinfra), the agency is set to discuss the matter with Governor Izolda Cela in the coming days.
Details About the Future Works of the New Aircraft Factory in Ceará
Another ongoing step to ensure that the construction begins in Ceará is the economic-financial evaluation (valuation). According to Secretary Maia Júnior, head of the Department of Economic Development (Sedet), the teams from the department are working on this request, and the goal is to confirm whether the investment in the aircraft factory genuinely holds the value announced by the investors.
According to Maia, it is the duty of Sedet to conduct the valuation and identify the contractual conditions of the relationship with the shareholders, which the State Development Agency (Adece) is already taking care of. The project is expected to have equity participation from the agency, but the percentages have yet to be established.

The new aircraft factory in Ceará will produce small aircraft. Currently, the company manufactures the Cygnus model in São João da Boa Vista (SP), a single-engine aircraft with five seats and iBR 2020 certification issued by the National Civil Aviation Agency (Anac). It has a wingspan of 12.20 meters, a length of 9.40 m, and a height of 3.10 m. If the negotiations for the construction materialize, the expectation is that the company’s headquarters will be moved to Ceará.
Aviation Market Advances in Brazil
In addition to the aircraft factory in Ceará, Octans, in April, the Desaer expressed interest in building its new aircraft factory in Araxá, in the state of Minas Gerais, investing around R$ 250 million and generating about 1,000 new jobs by the end of 2024.
The City Hall of Araxá (MG) granted the company an area of 277,800 m² near the Municipal Airport. According to Evandro Fileno, CEO of Desaer, one of the concepts that served as a basis for creating the aircraft factory in the municipality was to attract new partners to Brazil, contributing to the generation of new job opportunities.
The expectation now is to encourage the arrival of other companies that could be suppliers for the unit, in addition to fostering the opening of higher education courses focused on this sector. According to the city’s Secretary of Economic Development, Innovation, and Tourism, Juliano Cesar da Silva, enabling the arrival of the company in Araxá will benefit not only the economy but also technological development.

Octans Aircraft was founded in 2002 under the name Inpaer. The manufacturer operates in all stages of production, from project development to final assembly and delivery to clients.
In 2017, the brand changed to Octans Aircraft, in line with the company’s globalization strategy, which required an investment of R$ 80 million between 2013 and 2019. Also during this same period, the company delivered 240 aircraft. Currently, Octans is based in São Paulo.
