Unprecedented international recognition places the paulista municipality at the center of discussions on urban sustainability, efficient governance, and auditable ESG indicators, highlighting a data-driven model, technological innovation, and continuous public policies that redefine global urban performance parameters.

São José dos Campos, in the interior of São Paulo, has become the first city in the world to receive the ABNT NBR ISO 37125 certification at the platinum level, the highest of the standard aimed at measuring environmental, social, and governance indicators in urban areas.

The recognition was announced on November 10, 2025 and placed the municipality at the center of an international discussion on public management, sustainability, and urban performance.

International certification and urban ESG criteria

Although the title refers to the idea of “quality of life,” the certification does not function as an isolated ranking of well-being nor does it compare cities by the subjective perception of residents.

In practice, ISO 37125 measures verifiable results in 133 ESG indicators, within a technical system that complements other standards already used to assess smart, sustainable, and resilient cities.

Environmental, social, and governance indicators

The structure of ABNT NBR ISO 37125 distributes these 133 indicators across three main axes, which helps explain why the seal goes beyond a merely environmental reading.

In the ecological field, variables such as greenhouse gas emissions, urban tree cover, waste management, and protection of natural resources are included, always with the requirement of technical proof.

In the social axis, the standard considers access to health, safety, education, inclusion, and the well-being of the population, while the governance block examines the transparency of administration, operational efficiency, and citizen participation in public decision-making.

According to ABNT, the certificate depends on measurable evidence and formal auditing, which distances the idea of symbolic or merely institutional awards.

Path to the platinum level of ISO 37125

The process that resulted in the seal was coordinated by the Technological Innovation Park of São José dos Campos (PIT) in partnership with the city hall, with validation from ABNT within the international parameters of ISO.

The achievement also expanded a previous trajectory of the municipality, which had already obtained certifications related to ABNT NBR ISO 37120, 37122, and 37123, used to measure urban performance in complementary areas.

This sequence helps to understand why the recognition of 2025 did not arise as an isolated fact, but as a development of a continued public policy of monitoring and management.

On its certification page, ABNT itself records São José dos Campos with a platinum level in ISO 37125, in a certificate valid until November 4, 2026, which formalizes the result within the national smart cities program of the entity.

Urban projects and sustainability in practice

Among the initiatives cited by the city hall as part of this performance are environmental education programs in schools, real-time monitoring of air quality, and management of the tree heritage with international certification.

Also mentioned are selective and common waste collection, the operation of Voluntary Delivery Points, solid waste management, and environmental preservation actions in São Francisco Xavier.

Additionally, the municipality relates the advancement of sustainable mobility and community-based policies to the environment that favored the certification, although the standard requires an integrated reading of indicators and does not point to a single work or program as a decisive factor.

The weight of the result, therefore, lies less in a specific action and more in the ability to gather continuous evidence of administrative and urban performance.

Carbon neutral strategy and climate innovation

Another point that reinforces this agenda is São José dos Campos’ participation in the CCD Carbon Neutral Cities, an initiative launched by FAPESP and the Institute of Technological Research.

The city hall reports that it joined the center in December 2024, as a founding member, to support research on climate resilience, nature-based technologies, and solutions related to a low-carbon economy.

The project was structured with an estimated investment of around R$ 30 million in the initial five-year period, bringing together more than one hundred researchers and 36 institutions, including universities, companies, governments, and civil society organizations.

In this context, the goal of advancing towards emission neutralization has come to be treated as part of a broader strategy of climate adaptation and urban innovation, rather than as an isolated measure of environmental marketing.

International impact and Brazilian protagonism

The recognition given to São José dos Campos shifts part of the international debate on urban excellence away from the traditionally associated axis of European or North American cities.

By achieving the highest level of a recent standard aimed at ESG indicators, the municipality now occupies a reference space in a field where governance, sustainability, and the capacity to deliver public services are evaluated together.

This movement gains additional prominence because ABNT’s own page shows that other Brazilian cities are also increasing their presence in this certification system, such as Pindamonhangaba, Salvador, São Paulo, and Recife in related standards.

Still, São José dos Campos stands out as the first municipality registered with ISO 37125 at the platinum level, which explains the unprecedented nature attributed to the announcement made in November 2025.

Global parameter for smart cities

In practice, the most immediate effect of the certification is to transform the municipality into a case study for other administrations interested in measuring public policies based on standardized and auditable standards.

The seal does not eliminate urban problems nor does it end the debate on quality of life, but it creates an international parameter to compare performance in areas ranging from environmental sustainability to public management efficiency.

By gathering previous certifications and now incorporating ISO 37125, São José dos Campos reinforces a strategy that combines data, auditing, and urban planning as the basis for institutional reputation.

Instead of relying solely on broad rankings or diffuse perceptions, the city now supports its international projection on formalized, reviewable indicators monitored by standardization bodies, with a direct impact on how Brazil enters this global conversation.
