ANTT Officialized The Area For The New Billion-Dollar Railway That May Alter The Routine Of Local Residents. The Project Promises Large Transformations In Infrastructure, But The Consequences For The Population Still Generate Intense Debates.

The National Agency of Terrestrial Transport (ANTT) officially declared the area intended for the construction of a new railway branch in Inocência, 337 km from Campo Grande, in Mato Grosso do Sul, to be of public utility.

The measure, published in the Official Gazette of the Union, authorizes the beginning of the expropriation process for properties to facilitate the advancement of the work.

The project will be conducted by the Chilean company Arauco Celulose do Brasil S.A., which received federal approval for the implementation of the railway segment known as EF-A35.

According to the decision of the Superintendency of Railway Transport of ANTT, the construction authorization allows Arauco to carry out expropriations on behalf of the Union and, in cases deemed urgent, take early possession of the land, even before the completion of the judicial process.

The project, which is part of a railway concession signed with Arauco in April 2025, connects the company’s future pulp mill directly to the Northern Grid, one of the main railway arteries in the country.

A Billion-Dollar And Strategic Investment For Brazil

The railway branch will be approximately 47 kilometers long and will connect the manufacturing unit to the stretch of the North Brazil Railway (EF-364), which crosses the country between Santa Fé do Sul, in São Paulo, and Rondonópolis, in Mato Grosso.

This investment is part of the so-called Sucuriú Project, marking Arauco’s entry into the Brazilian pulp market.

According to the company, the estimated investment value in the industrial plant exceeds US$ 4.6 billion, making the project one of the largest in the sector in recent years.

The mill will be built approximately 50 km from the city of Inocência, near the Sucuriú River, and will be 100 km from the Paraná River, close to the MS-377 highway.

Expected to begin operations in the last quarter of 2027, the plant will have the capacity to produce around 3.5 million tons of pulp per year, becoming one of the largest production units in the region.

Social And Environmental Impact Of The Project

The declaration of public utility directly affects the lives of residents in the area designated for the railway alignment.

According to experts, many residents may be forced to leave their homes, as expropriation will be authorized on a priority basis, with the possibility of early possession of properties.

However, Arauco must follow all environmental procedures required by public agencies to initiate the works, including environmental licensing and impact studies, which may still influence the deadlines and execution of the project.

The region, known for its natural wealth and biodiversity, will receive heightened attention regarding environmental preservation during the construction and operation of the railway branch.

The Railway In The Context Of Economic Development

The implementation of the EF-A35 branch is not just a local issue; it is part of a national strategy to expand Brazil’s logistics infrastructure, especially in the railway transport sector.

Experts point out that the railway is crucial for improving the flow of pulp production, a sector that has shown continuous growth and demand for more efficient transportation solutions.

The railway mode is considered more sustainable and economical for transporting goods over long distances, contributing to cost reduction and lower emissions of polluting gases.

With the new branch, it is expected that Arauco will be able to optimize its logistics, facilitating pulp exports to international markets and strengthening Brazil’s role as one of the world’s largest producers of the product.

Additionally, the project is expected to generate direct and indirect jobs in the region during the construction and operation of the branch and the mill, fostering local economic development.

What Changes For The Residents Of Inocência?

For the inhabitants of the impacted area, the news brings concerns regarding expropriation and the future of their properties and ways of life.

According to ANTT, the expropriation will be carried out based on legal criteria and provides for fair compensation for property owners, but the speed of the process may generate insecurity and doubts.

The municipality and the responsible agencies should closely monitor the progress of the project, seeking to minimize social disruptions and ensure support for affected families.

On the other hand, the arrival of the railway may boost improvements in local infrastructure, bringing new opportunities for commerce and services.

The obtaining of all necessary environmental licenses and authorizations is a condition for the start of the works, which may take months or even years, depending on the processes.

Experts warn about the need for transparent planning and public participation to avoid conflicts and ensure that economic development does not occur at the expense of the local population.

The official schedule indicates that the operations of the mill and the branch are expected to start at the end of 2027, but any delays in the preliminary stages may alter this timeline.

The construction of the EF-A35 branch reinforces the importance of the railway sector for Brazil and highlights the growth of the pulp market in the country, but it also raises questions about the relationship between progress and social impact.
