Exemption Of IPVA For Motorcycles Up To 170cc Is Now In Effect In Paraná. New Law Benefits Over 1 Million Motorcyclists And Provides Financial Relief For Delivery Riders, Deliverers And Workers Who Depend On The Motorcycle.

The exemption of IPVA for motorcycles up to 170cc came into effect in Paraná in 2025 and is expected to directly impact the lives of over 1 million owners. The measure, sanctioned by Law No. 22,262/2024 and supported by Governor Carlos Massa Ratinho Junior, covers new and used motorcycles, with no manufacturing year limit.

The change is seen as an economic relief for thousands of workers, especially delivery riders and deliverers, who use the motorcycle as their main source of income. By eliminating the tax, the government seeks to reduce individual costs, stimulate consumption, and strengthen the regional economy.

Who Can Benefit From The IPVA Exemption For Motorcycles

The measure covers all owners of motorcycles, scooters, and mopeds up to 170cc. Among the most well-known models that fall under this rule are Honda Biz 125, Honda CG 160 Start, Honda Pop 110i, Yamaha Factor 125i, Yamaha Neo 125, Suzuki Intruder 125, Shineray Worker 125, and Shineray Jet 125.

With the exemption, riders have more money left over for fuel, maintenance, helmets, and insurance, essential items for those who depend on the motorcycle in their daily lives. Additionally, the measure helps to reduce delinquencies in tax payments, which have been high among low-displacement motorcycles.

How Much Can Be Saved With The IPVA Exemption

The IPVA amount in Paraná varies according to the rate applied on the Fipe Table. In the case of motorcycles up to 170cc, the annual savings can exceed R$ 600, depending on the model and year.

This extra resource can represent a decisive impact for families that rely on income from working on two wheels. For deliverers, for example, the annual savings can equate to one month of fuel or even two installments of financing.

Why The Measure Prioritizes Low-Cylinder Motorcyclists

Motorcycles up to 170cc are the most popular in the country, especially among low-income workers. According to the Department of Finance, most vehicles registered within this range are used for daily transportation, deliveries, and short trips.

The IPVA exemption for motorcycles, therefore, has a social and economic nature, ensuring greater mobility for those who depend on the vehicle as a means of livelihood. Furthermore, it encourages the formalization of the work of deliverers, as it reduces the burden of fixed costs.

Environmental Impact And Incentive To Clean Vehicles

The tax policy in Paraná is not limited to motorcycles. The state also foresees, until 2027, the exemption of IPVA for cars powered by natural gas, biomethane, and hydrogen, in a strategy aimed at energy transition.

This decision accompanies the global movement for reduction of carbon emissions and places Paraná in a prominent position by encouraging the use of alternative fuels. The expectation is that the benefit will attract new investments in the automotive sector and sustainable mobility infrastructure.

Benefits For The Economy And The Population

By reducing the tax burden in strategic sectors, the government expects to stimulate consumption, boost motorcycle commerce, and create job opportunities. For experts, the measure strengthens the economic cycle, as the money that was previously spent on taxes tends to be reinvested in other areas of household consumption.

In the medium term, this set of incentives can make Paraná a model of fiscal innovation, attracting companies and investors seeking states with clear and sustainable incentive policies.

The exemption of IPVA for motorcycles up to 170cc represents much more than a relief in the pockets: it is a policy with direct social and economic impact, benefiting workers, reducing costs, and boosting the economy. Combined with the incentive for low-emission vehicles, the measure also points to a more sustainable future.

And you, do you believe that the IPVA exemption really makes a difference in the pockets of motorcyclists and can stimulate the economy? Have you felt this impact in practice? Leave your opinion in the comments — we want to hear your experience.
