Legislative Proposal Creates Progressive Exemption, Reduces Tax Burden and Strengthens Teaching Career at a Decisive Moment for Brazilian Education
A measure with a significant social impact has been advancing in the National Congress since 2019 and, therefore, attracts increasing attention across the country. The Bill 1,952/2019, presented by Federal Deputy Luciene Cavalcanti (PSOL-SP), proposes to exempt professionals in basic and higher education from the Income Tax, which transforms the discussion on teacher appreciation.
The proposal gained traction on November 24, 2024, when the Senate’s Economic Affairs Committee (CAE) approved the report from Senator Renan Calheiros (MDB-AL), which drives an essential discussion for the future of education.
Legislative Study Reveals Growing Financial Pressure on the Category
The initiative arises precisely at a time when the country faces a possible shortage of education professionals, according to data from the National Teacher Examination (PND).

Brazil produces too much clean energy and doesn’t know what to do with it: over 20% of solar and wind capacity was wasted in 2025 while investors flee and 509 renewable generation projects were abandoned in the last year.
Although there are 2.3 million licensed teachers, only 1.1 million registered for the recent assessment, which demonstrates difficulty in retaining teachers in the profession. This reduction, according to the PND, reflects lower salaries, long hours, and limited resources, elements that make the profession less attractive.
In this context, the income tax exemption appears as a concrete alternative to relieve the tax burden and encourage retention in the profession, according to supporters of the proposal.
Financial and Social Impacts of the Exemption Proposal
The approved text defines total exemption for those earning up to R$ 5,000 monthly, which provides, therefore, immediate relief for a large number of professionals.
Furthermore, the proposal establishes gradual discounts up to R$ 7,350, creating a fairer transition between salary brackets.
For higher incomes, the bill creates a minimum tax and sets a maximum rate of 10% on dividends and profits of taxpayers with annual income exceeding R$ 1.2 million, which equalizes the tax system for the entire category.
As the project’s author emphasizes, the measure strengthens teaching and recognizes its essential role in the country’s development.
Political Mobilization Around the Proposal Causes Tension in the Education Sector
Despite growing support, the processing of the proposal generates expectations and pressure from different sectors, especially as the teaching class has been advocating for recognition for decades.
Thus, various educational representatives closely monitor each stage of the discussion, highlighting the relevance of the topic.
Although there is no social conflict as in the case of mineral resources of the model text, there is institutional tension, since approval depends on political negotiations in the Chamber of Deputies.
Planning for Gradual Implementation of the Tax Policy
The project now moves to the Chamber of Deputies, where it will be debated before moving on to possible presidential sanction.
Meanwhile, taxation specialists assert that the implementation of the exemption will require technical studies, fiscal adjustments, and careful regulation, in order to ensure financial balance and legal clarity.
Likewise, lawmakers reinforce that all future stages must follow transparent and rigorous criteria, to prevent distortions and ensure the sustainability of the public policy.
The Proposal in a National Context
The discussion of tax exemption for teachers follows global trends of educational appreciation, although the bill is focused exclusively on the Brazilian reality.
Thus, the debate reinforces the need for policies that reconcile financial stability, educational development, and social commitment, which are fundamental elements for reducing inequalities and boosting the country.
What Does the Future Hold for Brazilian Education?
Experts affirm that the approval of the exemption could mark a turning point in the teaching profession, especially as the benefit reduces financial pressure and encourages new professionals.
However, the evolution depends on efficient governance, legislative transparency, and commitment to long-term policies, which are essential factors to turn the proposal into concrete results.
In light of this scenario, the country will have to balance fiscal responsibility, professional appreciation, and administrative efficiency to ensure that the measure produces lasting effects.
What do you believe should be a priority for Brazil: to swiftly advance the exemption to strengthen education or to implement gradual changes to ensure fiscal stability?
