Government Expands Oversight to Prevent Use of Bolsa Família in Online Betting, with Data Integration Between Banks and Digital Platforms. Measure Seeks to Ensure That Resources Are Used for Food, Health, and Essential Expenses.

The federal government has launched a new phase of oversight on Bolsa Família, aiming to prevent the program’s funds from being used for online betting.

The measure was adopted after an increase in cases where beneficiaries used part of the benefit on gaming sites, a practice considered misuse of public resources, according to the Ministry of Development and Social Assistance.

The action aims to ensure that the program continues to be directed towards food, health, and essential expenses, in accordance with legal guidelines.

The decision follows recommendations from the Supreme Federal Court (STF) and is part of a strategy to control the allocation of social resources.


Oversight Against Online Betting

In recent months, the government has identified suspicious transactions in the accounts of program beneficiaries.

In some cases, Bolsa Família funds were reportedly deposited directly into betting platforms.

According to official estimates, around R$ 3 billion may have been diverted to these activities in 2024.

This figure represents a significant portion of the public resources allocated for income transfers.

Government technicians state that this practice may affect food security and the budget of families in vulnerable situations.

Industry surveys indicate that the sports betting and online casino market generates around R$ 30 billion per month in Brazil, which, according to authorities, makes monitoring more complex.


Data Integration and Transaction Blocking

The main tool of the new control policy will be the integration between betting sites and the Federal Data Processing Service (Serpro).

The system will allow the government to automatically identify and block suspicious transactions involving Bolsa Família funds.

When a deposit attempt is made using cards or accounts linked to beneficiaries, the system should block the operation and notify the responsible agency.

According to the Ministry of Finance, the measure seeks to prevent the use of beneficiaries’ CPF in bets or transactions not aligned with the program’s purposes.

Additionally, the opening of new accounts on betting sites with beneficiaries’ CPFs will be prohibited.

This restriction is part of a coordinated effort between the Ministry of Finance, through the Secretariat of Prizes and Bets, and the Ministry of Social Development.


How Monitoring Will Work

The monitoring will be permanent and will involve Serpro, Caixa Econômica Federal, and the Ministry of Social Development.

The system will work on three main fronts: blocking social cards on betting sites, preventing suspicious electronic transfers, and cross-referencing data to identify recurrences.

According to involved technicians, control should also extend to other types of financial transactions, such as digital wallets and credit apps, which had been used by beneficiaries for operations not provided for in the program’s rules.


Protection and Correct Use of the Benefit

According to the Ministry of Development, the goal of the new rules is to protect beneficiaries from practices that may compromise the use of the benefit.

The ministry emphasizes that Bolsa Família is intended for basic expenses and that the diversion of these funds may lead to temporary suspension of transfers.

Authorities state that some occurrences involve scams and coercion.

In some cases, third parties have allegedly offered financial incentives to beneficiaries in exchange for using their CPFs on betting platforms.

This type of fraud is being investigated by regulatory bodies and may result in administrative sanctions.

The government is also considering launching an awareness campaign to inform beneficiaries about the proper use of the benefit and the risks of sharing personal data.


Impacts and Expectations

According to the Ministry of Development and public policy experts, tighter control marks one of the biggest changes since the reformulation of Bolsa Família in 2023.

The expectation is that the automatic blocking of transactions will preserve significant amounts and ensure the correct use of funds.

Analysts believe that the measure also reinforces the government’s pursuit of transparency and efficiency in social programs.

More detailed tracking of financial transactions is expected to reduce the risk of diversion and improve benefit management.

Meanwhile, the betting market is undergoing a process of national regulation.

With the new legal requirements, companies in the sector will need to adapt their systems to comply with tracking and control standards.

According to the Secretariat of Prizes and Bets, companies that do not comply may be fined or prohibited from operating in the country.


Investment in Technology to Prevent Frauds

The use of technology for monitoring social benefits has become increasingly common.

In the case of Bolsa Família, data cross-referencing between public and private systems will allow for greater accuracy in identifying irregularities.

The Serpro, responsible for the technological infrastructure, stated it is working to ensure the security and encryption of data.

Caixa Econômica Federal, the operator of benefit payments, is also expected to adopt additional filters to prevent transactions incompatible with the beneficiary’s profile.

According to sources linked to the project, the new system should not affect the benefit receipt for those who use the money within the rules.

The focus of the action, they say, is the monitoring of potentially irregular transactions and the protection of public resources.

The government anticipates that the results of the control will start to emerge in the coming months, as the systems fully integrate and national oversight begins.

Experts point out that the program’s effectiveness will depend on the technological capacity to track operations in real time and the cooperation of betting companies.

The measure raises a central question: whether the use of technology will be enough to prevent social resources from continuing to be diverted to online betting?
